You can perform this quest at dubious faction standing Paebala. You can alternatively quest Jaled Dar's key through Zlandicar.
You can find Neb deep within the Paebala tunnels in Dragon Necropolis at +473, +760, -161 in the western set of underground tunnels. You say, 'Hail, Neb' Neb says 'Chika val na vi Paebala Neb'ri. I am Neb of the Paebala. Aknila sa rik nor valkuta aknila. Start no trouble, there will be no trouble. Nish ala ro tak na re Chetari, skas vena ral. Avoid the Chetari, they will kill you.' I recommend getting the key to Jaled Dar's Lair via Zlandicar rather then going through Neb.
Here's why...
If you go through Neb then you have to kill Zlandicar and Vaniki.
Killing Zlandicar is easy enough as he's up every few days.
Vaniki on the other hand can be a nightmare. Vaniki is said to spawn every 5 days (122 hours) and someone else may kill him at some unknown time when you're not in the zone thereby turning 5 days into 10 days or more. Who has time for this???
If you go through Zlandicar you only need to kill Neb. I'm not sure what Neb's timer is, but I've seen him up 3x while looking for Vaniki.
The only tricky part about going through Zlandicar is you have to have decent faction with him (I was apprehensive). To get that, go to the area where Neb spawns and kill all the Paebala mobs (including Neb if you see him). It's a small area so it takes a while, but it does not take as long as it may take you to find Vaniki up, and while you're there, you may run into Neb who you need to kill for his heart.
Once I had Neb's heart and apprehensive faction with Zlandicar, I went to Zlandicar and handed him Neb's heart. For some reason Zlandicar would not answer me when I hailed him, but when I gave him Neb's heart he still gave me Jaled Dar's key.

As someone who has already been through the pain and tribulations of camping Vaniki for the Hunter's achievements, I almost wept when I saw that I should have looted his heart months ago.
Killing Paebella's may be slow and arduous but it is something you can work toward, rather than turning up at random in DN to see if Vaniki is up.

zlandi and chetari were both max negative so I don't know how much those were.
I handed in vaniki heart from one toon and then zlandi heart from this toon 10 minutes later ( had to run from guild hall)

Neb is immune to Mez & Charm and will see thru Hide/Sneak if using rogue shrouds. If you're Scowling or Threatening he will agro from a long ways off. Minimum requred is definitely dubious to turn in :) (note-- if you haven't killed any Paebala, you start as dubious... so don't kill the lil beggars :)

I did this turn in at almost the lowest dubious I could be today, and I got the key and warbone as the reward. I checked my faction after the turn-in and I was still dubious. Hope this helps.

Just thought I'd point out since I didn't see it listed here that you can turn in Vaniki and Zlandicar's hearts at dubious faction to Paebala.
Killed Vaniki for a Willsapper, didn't feel like factioning up, so snagged a Zlandicar heart and did the turnin ;)
Edit - Turning in the hearts bumped me up to apprehensive to Paebala, so it could require high dubious, really don't know!

I just want to say what faction I had when I got the key from Zlandicar for turning in Neb's Head. It was INDIFFERENT. Not Ally, not Warmly, not Kindly, not even Amiable. Purely INDIFFERENT faction. High or low, I don't know. I do know that I now have a key to Jaled Dar's tomb and won't have to waste a ton of time factioning up like the horror stories I've heard. Best thing to do is just walk up to Zlandicar (assuming you've never killed him) if you can get past the Chetari's and hail him, then ask "Who is Neb?". If he gives the quest, he'll probably give you the key for offing Neb and turning in his head.
*Edit* And best part is, I didn't have to waste 40k on Zlandicar's Heart and then try and kill off Vaniki as well. Zeb's a simple melee with no spells, no super life taps, and much easier to reach given you're dubious to Paeballa's at the start.

Take a look at Zlandicar's version. All you need to do is kill Neb and give in the useless head.
To do this version, you have to kill Zlandicar and turn in his heart??? That thing sells for so much money it's not even funny, and is one helluva kickass item for Necros, and we have to give it away for a key?

Why not have a quest where you can turn in your epic for 5pp and a wedgy?

I'd rather turn in Zlandicar's Heart than work up my Zlandicar faction for a month. And, the heart doesn't sell for THAT much money. If I really wanted the key, I'd be happy with getting the heart off Zlandi and turning it in instead of wasting my life factioning up. Unless Paebala give very signifigant faction hits which I am sure we both know isn't the case. hehe
And, to be honest, it really isn't that good for necros these days. Sure it has 20 int, 5 regen and soso saves but that's it. A single stamina. No raw mana. You can get pretty good regen augments from LDoN for cheap. I don't even bag this thing. I sold mine a long time ago. Even before LDoN. Just isn't worth the stat loss and the money you get from it > saving a minute the one time a week, or less, you have to regen while FD.

I'd rather sell Zlandicar's Heart for 30-40K (Vazaelle) and hire a rogue with a 210+ lockpick skill to open the door. Heck, for 40K you might be able to hire two rogues. Or, better yet, get a guildie or a friend to do it for free.

That Warbone's a great little toy. Especially when you're raiding a mob that's large in size, like a dragon. One proc and the raid goes NUTS cause your big mob is suddenly a decaying skellie. Course the melee range goes to nothing.
