Find Illian Rellasp (white robed Erudite, downshore from the Plane of Tranquility zone-in and entrance to the Plane of Fire).

You say, 'Hail, Illian Rellasp'

Illian Rellasp says 'Hello ______. Come to enjoy the soothing serenity of this place? The quiet waters remind me of the docks in Erudin when I was a child. It is unfortunate that the tranquility of Quellious does not extend further into the world of Norrath. Every Deepwater Knight yearns for the eternal calm of paradise after a life of faithful service to the gods. Perhaps you have heard of one such knight that achieved transcendence. His name was [Inte Akera] and he is one of the greatest Deepwater Knights to ever live.'

You say, 'Who is Inte Akera?' [Rather silly, as I was holding a Fiery Defender at the time.]

Illian Rellasp says 'Inte was the first paladin of the Deepwater order to be called to the planes as a servant to the greater gods. While the power of tranquility is fairly well known among the holy orders of paladins in Norrath, few were able to harness the calming power of the ocean into a weapon of order. Inte was one of those holy knights. I can teach this little known magic to you, but I will need a few [things] first.'

You say, 'What things?'

Illian Rellasp says 'The words of Quellious were the foundation of Inte's magic, I'll need a copy of Quellious' Words of Tranquility. I'll also need the scales of a seahorse blessed by Prexus, the ocean lord, in order to harness the power of the sea. Bring me these things and I will teach you the Power of Inte Akera.'

Get a Seahorse Scales (found in Kedge, possibly Siren's Grotto. Found mine in the Bazaar) and a copy of the level 54 paladin spell Words of Tranquility (PoK Library, Cavalier Preradus, 88 PP).

Illian Rellasp takes the scales and the scroll from you. He takes the scales and grinds them with a mortar and pestle into a fine powder. He begins to speak holy words out over the water and allows the powder to fall into the water. The water begins to glow and bubble. Illian takes the scroll and dips one edge into the water. The water then races up across he parchment and forms into holy runes of Prexus. As the seas calm, Illian turns to you and hands you the scroll. 'May the power of the Prexus guard your journeys ______.'

The short and simple method to do this quest:

Head to the Bazaar: Buy Seahorse Scales (cost me 2pp)

Head to PoK Library: see Cavalier Ethigom and buy the Words of Tranquility spell (actually, buy 2, one for when you ding 54). The cost is less than 4pp each spell.

Zone into PoT, head south along the shore until you see Illian (can't miss). Give him the two bits and you get the spell.

Easiest quest I have ever done.
Seahorse scales

The seahorse scales in question drop from seahorses in Kedge. I got mine first kill from a small seahorse in the room before phinny's lair, the room between where the big sharks are and the lair.

If you have done Divine Might, you know the room I am speaking of. Doing this solo at 60 was trivial.

This is a good spell for getting aggro before breaking mez. Since it doesn't do damage, it won't break mez. Two of these and the mob will be locked on you. In fact, I can pull with this spell and hold aggro the entire fight just taunting and disarming. Nice aggro on it.

Nice Stun,
No dmg component, no knockback.
4 secs stun time up to lvl 60 mobs (except those who aren't stunable by flag).
But silly that a lvl 53 stun takes more mana than a lvl 61 stun with same effect (Lvl61 stun goes up to lvl 65 mobs i suppose).

That's a common trend really, just asks wizards. Their nukes don't scale very much at the high end, but they become more mana-efficient as you go along.
