The location with the E/W coord near 3200 is wrong. Vin usually stands at +500, +215, -30 (near the rogue guild master). He will chase any rats/rodents he sees, so he might have moved up the tunnel towards the east quarter of North Kaladim.
At level four, turning in four stacks of whiskers (80) yields 5% of a level. At level five, turning in four stacks of whiskers yields 4% of a level. Your results may vary depending upon where in the percentage of level you currently are, but those were the numbers I got.

Exterminator Vin may be found near 502.32, 3215.29, -34.12. He's not on Find, but he's close to Marsha Stonepenner (Parcels and Town Crier) who's on Find (Ctrl+F). He's on Storm Guard faction.
You say, 'Hail, Exterminator Vin' Exterminator Vin says 'Hello, I be Vin the Exterminator. I am here to get rid of these darn rodents that are plaguing our town. If ya would like to make a small bit of coin, perhaps you could help me. Hunt down some rodents and bring me four of their whiskers if yer not too busy that is.' Give him four Rat Whiskers looted off rodents roaming around. Exterminator Vin says 'Ah ya have returned. Nice work. You might consider a career in vermin extermination yourself!' This NPC is in North Kaladim. Loc 502.32, 3215.29, -34.12. Also noted that he wandered a bit from that spot to zone line and back.
Who and/or Where is the Exterminator? I don't see him/her listed in the Bestiary. I don't think he/she is in the mines.
"A Rodent" has been running through Kaladim for a while now. I always hated levels 1-4, as you had to run around the newbie zones for AGES and compete with other "newbies" (I use that term losely, as they seem to be a rare breed these days).
Then A Rodent turned up, and I was able to camp a spot in the mines by the bridge, died about 4 times, but got to level 4 quite fast.
At the time, there was no loot on them, but I'm glad to see they have added loot and a quest for these vermin.
