Guard Jup is located in the Militia House, to the left rear of the first room upon entering the Militia House, at /way -1090,+589,+11.30.

You say, 'Hail, Guard Jup'

Guard Jup says 'Hail, Citizen. In this time of piracy on the high seas, your [duty] is clear, is it not?'

You say, 'What duty?'

Guard Jup says 'What duty? To your state and your fellow man, that is what duty! These attacks must be stopped, before all order is lost and the city falls to [vermin]! We must strike them down first, with strength and determination; this could get out of hand.'

You say, 'What vermin?'

Guard Jup says 'The pirates of Broken Skull Rock are uncouth and relentless. They take whatever they may want, ruining trade lines without regard to the might of such established cities as Freeport. The rotten thieves are all thrown and mixed together in filthy shantytowns from what I hear, so striking at their heart should not be terribly difficult. Your [mission] is clear.'

You say, 'What is my mission?'

Guard Jup says 'Go to Broken Skull Rock! Slay these impudent pirates and wreak havoc on their plans. Some of them carry a seal that grants passage about their society, bring me ten of these such seals and your duty to your city shall be fulfilled. We might even have some form of [reward] for you.'

You say, 'What is the reward?'

Guard Jup says 'First the seals, then the reward! Take this to transport them in.'

You receive a Militia Crate.

Pirate's Seal can be found at the fort area of Gulf of Gunthak (expect to take a while to collect all 10 drops).

Mobs that drop it are ogre marauder, gnome marauder, ogre plunderer, troll pillager, dark elf marauder, erudite marauder, troll marauder and drunken pirate (in Dulak's Harbor where i found the first one).

Combine the 10 seals in the crate to make a Militia Box of Seals, then return it to Guard Jup for experience and a Twisted Silver Torque.

Guard Jup leans over and inspects the seals that you have brought. 'Not bad, not bad at all Citizen. Perhaps you have a future with the Freeport Militia, after some intense training of course. In any case, we appreciate your assistance.'

This Quest actually now begins in East Freeport Not West Freeport. Guard Jup is in the Militia House which you can use find to locate. He is to the left rear of the first room upon entering the Militia House.

I had been collecting the Seal's since level 38, and at 47 I looted my last one. I took it to Jup, who conned dubious, and did the quest. Got 2% exp at level 47 so at least you get some experience. Replaced my Aviak Charm to say the least.

My Paladin became KOS to the Freeport Militia as a result of completing the Soulfire quest. By repeatedly doing the Left Goblin Ear quest with Captain Bosec in Highpass Keep he was able to raise his faction to "dubious" and complete this quest. "Threatingly" is not sufficient faction to do the quest, but "dubious" is.

I didn't keep track of how many Left Goblin Ears I had to turn in. It took many hundreds, maybe over a thousand. You can often buy them in the bazaar or directly from the people camping the basement. The gnoll scalp and orc scalp quests next door in Highhold Pass also raise Freeport Militia faction, but these items seem to drop less frequently than the Left Goblin Ears.

Aside from obtaining the Twisted Silver Torque, it's also nice to no longer have faction problems with the Freeport Militia and Corrupt Guards of Qeynos, and to have fixed these factions without harming any other factions.

The orc scalp quest in Highhold pass is actually easier to obtain then the left-goblin ears. Just go to Crushbone and kill the orcs there. The scalps drop far more often and they work just as well when you turn them into the captain in High Pass.
Infact, I found that the orc cents and pawns just outside of Crushbone on the G Fay side will drop the scalps at the greatest ratio then anywhere else. It took me about half an hour to get 100 scalps. But the ones inside crushbone drop them faster then HighPass still.

Just make sure to do it at night so you don't disturb the poor newbs in their leveling. Or, better yet, offer to buy them. Since the merchants won't give them anything for them, they should be willing to sell them to you at a good price.

The CB orcs will hurt at least 1 of your Neriak factions tho, so not good for evil races, esp Trolls and Dark Elves. HHP and HHK are better options for them.

I've done the Ring quest in neriak, and this quest, as a halfling warrior, being kos in both places (killed a few FP guards =P) I got an invis, got to the mob, clicked it off, said what I needed to, did the hand ins, and left =P

You can however use illusions to help ya out...human illusion ought to work depending upon your diety of choice.

If one is KOS in WFP can you do this quest under Invisibility spell, or will the guard not give it to you?

Tried this with a 54 Pally who is KOS to Militia. Guard Jup conned dubious to druid friend who was helping. This means that he's not set to indiff as many quest mobs are (some of the LoY quest mobs in Neriak, for example.)

The the Pally tried to enter the Milita House, Guard Fikus saw though invis and attacked. We zoned safely, but were unable to figure out a way for a KOS pally to complete the quest.

Good news. The crate that you combine the pirate seals in is tradable, so the druid was able to obtain one and give it to the pally. The combined bag with the ten seals takes up only one normal item space, so it saves a good bit of bank space to combine the seals.

Does anyone know from first-hand experience of a Paladin who has completed the Soulfire quest and later was able to raise faction with the Freeport Militia?

I would think, that if your fast you can just turn in the combined crate, as long as the guard doesn't assist any of the other guards that will have agroed you... :) risky attempt.... or even have a friend keep the other guards busy while you do the turn in, or just out right kill them all except for him

I did the soulfire quest with my pally at 12, just killed everything in sight with my beastlord and mage then waited for Sir Lucan... So i know it is quite possible to keep the militia house pretty empty :)

Doesn't help. Just did that with my troll. The bastig took my crate (had my halfling get it and combined ahead of time), didn't give me the item, and attacked me. He will die, now...oh yes he will....after I figure out how to get my item.

I would think it would be possible. However, you would lose some faction with the good factions in FP to do it. I think you would need to get to at least dubious with the Illegal Traders to do the message quests.
