This isn't believed to be an actual quest; rather, some lore that has been around since EverQuest's original release.

Speak with Noxhil V`Sek in Neriak Third Gate...

You say, 'Hail, Noxhil V`Sek'

Noxhil V`Sek remains silent, uninterested in speaking with you.

You say, 'Who is Innoruuk?'

Noxhil V`Sek says 'He is the Prince of Hate. We are His vessels of destruction. There are no greater servants of Innoruuk than the Dead. His word is law. Once the Teir'Dal obtain the second half of the [scroll of G'han], all Norrath shall be enveloped by His glorious hate.'

You say, 'What about the scroll of G'han?'

If your faction level with "The Dead" is too low, you see:

Noxhil V`Sek says 'When you learn to serve the Dead, then I will find the time to speak of such things.'

If your faction is high enough:

Noxhil V`Sek says 'The scroll of G'han was scribed long ago by the great necromancer G'han. With it, we can commune directly with Innoruuk. Unfortunately, one portion of the scroll was taken from us by a rogue who was hired by the Koada'Dal. In Felwithe, it doth lie. The Indigo Brotherhood now attempts to reclaim it.'

It would be interesting to note, the first partisan task in Neriak - Fourth Gate with Call of the Forsaken finally finishes this quest which has been in since 1999. In fact, even the dialogue is the same.

Princess in Lfay

There is a Princess in Lfay in the Dark elf encampment there she doesn't respond to hails, the other NPC dragoon (something arather it's been awhile) is for the cleric necklace quest. This Princess is also closer to Felwithe so it makes sense )

Priestess, she is a Priestess, and is a 45 (con) cleric. She made my druid's life miserable when I tried to do the warden of tunare quest.

First, its not a princess in Najena its a visiting priestess.
Secondly the scroll the Priestess in Najena gives you does not goto Noxhil, do not give that scoll to him. You will be very disappointed because he just takes it and says thank you. I have not found out what to do with the scroll the priestess gives you but I do know this much :(
