You must complete the previous two quests before you can do this quest.

Elder Clinka is found in the Plane of Tranquility at loc -385, -1275, -900, not far from the Plane of Nightmare entrance.

You say, 'Hail, Elder Clinka'

Elder Clinka does not seem to notice you.

Hand her The Talisman Schematic (the note you got at the end of the previous quest).

Elder Clinka says 'It is a pleasure to meet you. I've heard a great deal about you from the other elders. Please give me a moment to scan over this for you.'

Elder Clinka scans the schematic for a few seconds, mumbling as she reads, 'This parchment states that you are to place a small shard of concentrated elemental matter into each of the holes in your talisman.' She points a finger to the diagram as she begins to recount what she has learned from it, 'They would then need to be locked into place, as the diagram indicates here.'

Elder Clinka says 'If you bring me a fragment or shard of some living creature from each of the elemental planes, I will see if we can make this device work. Place them in this box with your talisman and combine them together before returning the box to me. In the meantime, I will continue to translate this document from its original language.'

You receive a Small Lined Case. Place the following five items into the case:
* Powered Clockwork Talisman (the reward from the previous quest in the series)
* A Living Fragment of Air (dropped by any Temple Guardian in the Eryslai, the Kingdom of Air [Plane of Air])
* A Living Fragment of Fire (dropped by any Jopal in Doomfire, the Burning Lands [Plane of Fire])
* A Living Fragment of Water (dropped by any Trilouns in the Reef of Coirnav [Plane of Water])
* A Living Fragment of Earth (dropped by any Vekerchikis in Vegarlson, the Earthen Badlands or Ragrax, Stronghold of the Twelve [Plane of Earth A and B, respectively])

Combine them to produce a Sealed Lined Case.

You have fashioned the items together to create something new!

Hand the Case to Elder Clinka.

Elder Clinka carefully opens the small box and takes several small tools from the pocket in her robe. Her nimble fingers place the glowing elemental pieces into the appropriate sockets and covers them with several small caps that she must have made while you were away.

Elder Clinka then looks up at you and says, 'This device is called the Binden Concerrentia. Its true power will be revealed to you soon. This document describes it as a device that is meant to convert the energy that can be found in true prime elemental matter, into an entirely new form of energy. The schematic states that this energy will 'bind you in the now'. I am not sure what that means, but I believe that you will soon find out.

Elder Clinka says 'Take care of it and keep it with you at all times. I feel that your journey from this point will only become more dangerous. Perhaps this device will play a role in all of that. Move forward along the path of enlightenment. May the Balance guide your fate.'

You receive The Binden Concerrentia in your inventory.

KK, so get all buffed, and uber and go do it, but this neck piece is koo fer peeps like me that hafta run everywhere. Mephits drop the fragments in all 4 planes.

Combine all 4 Fragments plus 2nd Talisman in the 6-slot container provided and hand in.

Note to the concerned: Yes, you can use your charges on your second POK necklace. I had used up about 9 of mine, and the combine for the 3rd still worked okay :)

As for your little books you read on you need 4 different parts to from each plane to get into Time Yes you do but it is NOT the Talisman parts.
If you gathered more Info befor you make your self look like a noob you would know that When you kill a Elemental Boss you Get a item upon hailing the Projection Witch when equiped looks like a shield with symbols of that plane.
And For the love of GOD stop saying the Finnal Boss will be Veeshan!!!!!!!!!!!!
Veeshan Will NEVER be in the game!!! Veeshan if you know is Much much Bigger then the world of Norrath itself. As for the Nameless NO that is another Mob we Shall NEVER see! The nameless is everything its the soul of everything in the World of Norrath.. Its like the Force is Star wars if you need a better explanation.
Lets Summerize for you lesser noobs
1) Talisman Not PoTime key
2) Veeshan + BIG and all powerfull = NOT Gona be in Game Ever
3) Nameless is Everything There for not gona be a Mob!

Wow, never seen a "flaming" idiot before, thank you for the experience. You might want to edit your posts before posting them. It makes it easier to understand what you're saying. Took me a few attempts with your grammatical and spelling errors in your run on sentences. No I'm not a teacher, nor a writer. As to what SOE decides to do, you can never predict, they can find a way to justify anything they decide to do. Unless you are on the staff (which I seriously doubt), you can't speak about what they will do. And if you were on the staff they wouldn't let you say anything anyway.

Whereas you're probably right that Veeshan and the Nameless will not be the final bosses, you are doing exactly what you're calling others a 'noob' for doing: wild speculations. Except for bullet 1, which is confirmed, your other 2 points remain to be seen.

Yes, Veeshan is gigantic, but so are all the other gods... at least, since Planes of Power came out. What you kill is merely a projection of a tiny fraction of the god's power, for the real god is too great for mortals to imagine (or so states SoE).

And the Nameless may well be everything, and it may well be nothing, that's why it's nameless, because nobody really knows what it is. It is stated to be the creator of gods, interpret that as you will (and as you, obviously, have).

Nameless reminds me of the god Eternity in Marvel Comics. he's the living embodyment of Life, the Universe and Everything. He makes a good looking "mob" IMO.

Calling Veshan "gigantic" and the other gods "gigantic" also is QUITE a misnomer. If you look at the map of velious, you'll see scars in the surface. If you read up on it, Veshan traveled here and marked it with her claw to claim Norath as her domain....her "hand" is the size of velious...RZ is miniscule compared to her.

Even the PoTime elemental god combo dragon is not even close to the size of Ms. Veshan. Doubt even w/ clip plane at full you'd see but a leg of hers.

Inside VP there are several paintings on the walls depicting Veeshan touching down and giving life to a hump of rock in space.

Looks like in the Star Trek movie (nr 2? the one with the genesis thingy)

Wingspan of Veeshan is about the same as the width of Norrath.

can we stop with the 'veeshan is too big' stuff PLEASE? Since when is a plane not large enough to fit anything? A plane is a space that goes on infinitely, therefore Veeshan could certainly be put into a plane. In addition, Veeshan is a god, and since when can gods not change their size? Or as the gods of the plane of water, create an avatar for the players to fight? However, since Veeshan is the god of the plane of sky (and does not appear in that plane already) and has no real allies, it doesn't seem too likely she'll be put in anytime soon. As for nameless, it has no image or personality and most of Norrath does not know about it, it is unlikely to be put into the game. Basically I'm just really sick of hearing people say a god is too large for the game when gods are 'all powerful'

Ususally i try to avoid debates on the mythology of fictional things (ie who or what Veeshan is). But i loved Minerians post and how it quietened people up. Quite right a 'plane' is infinite, and quite right a god may be able to change shape/size. Just to keep everything rolling, i'll add that this game relies on there being many gods rather than a single, all-powerful one. So it's wrong to tie any down with having supreme power over the rest. For one, I know Tunare has been slayed many many many times by us mere mortals.

Anyways, keep it coming this is interesting :)

Where does it even hint that this is the key you need to get into time?

more than likely I'd think you'd need a drop off of xegony, fennin, coirnav, and the rathe council for that. I hate when people spread rumors, if this was the key to time they why the hell would there be bosses in the elemental planes...why wouldnt guilds farm these and go right to time (which has 2 zones so I imagine we still won't know the boss until someone gets a key/flag to the "b" section)

You've also gotta think, if you read the books in PoK they state that the four elemental planes hold the 4 different parts of the lock to the Plane of Time, where they locked Zeb up tight so he can't get out. At least if I remember correctly that's how it is.

Considering the amount of time and just where ya have to go to collect all these drops, it's most likely that this is a key to the Plane of Time. Of course, you would still need to get flagged to enter, but it sounds like Time will be one HELL of a pain in the ***, although epic-grade weapons/armor will prolly drop like fine steel weapons there... Wonder if Veeshan will be making an appearance?

Yes, I guess that with the new stuff dropping in the PoP zones epic weapons are that hot for most classes, but I will say that for druids at lest the epic is still pretty good overall since having a decent manaless DoT is nothing to sneer at no mater how high you get (hell, there are level 65 druids that still use ES arms, LoL).
