You say, 'What frogloks?'
Sage Balic says 'A surprising race to study is the Frogloks of Antonica. While we may think their magic was weak, it was at one time so powerful the Gods reached down and smote them for their creations. Balls of energy that made life into magic! Their High Enchanter even made a mask that transformed the wearer into a Teir`Dal! Quite an interesting race worthy of some study if you ask me, someday I shall like to go and see these frogloks, especially to learn more knowledge of the magical mask.'
You say, 'What magical mask?'
Sage Balic blinks and looks at you. 'I have told you all that I know, for more knowledge you will need to seek its creator. The enchanter is more than likely very old, the mask having been made at the height of the power of the Froglok race. Here take this picture book to aid you in your quest.'
In Upper Guk, find an old froglok (location 1280, +220, -94; PH is a froglok ton shaman but does not need to be killed as it will despawn in place of the old froglok).
You must have at least 'warmly' faction (750) with Frogloks of Guk in order to get a response out of it. (Note: undead frogloks in Old Sebilis give +25 faction per hit, so may be among the best kill targets for faction increases.)

The old froglok goes to work on the crown and after uttering a few froaks, a small cloud of smoke rises from the crown. You reach over and pick it up. 'Frroooaaaaaakkkk! Maaagic haaat! Taaake good care of it aaand staay away from baaad frogs! Frroooaaaaaakkkk!'
Because the scalp was put in to allow those of evil races the ability to take their faction barrier up to warmly. You're not an evil race and don't have that problem... just kill more frogs in LGuk dead side instead.
A far more annoying point is that those of evil original who are agnostic can't wear it either...
Most quests are MQable. Here are the exceptions I have found. 1)Final turn in for a quest is only 1 item. 2)NO DROP priece required for a turn in must be placed inside a container and combined. While this will not prevent a quest being MQ'd one person must obviously have and combine all NO DROP items required. Then if the combined item is also handed in with a non combine item, that turn in could be MQ'd.
Please keep in mind that this is only my observations on quest MQ's, and may not be the absolute rule.

The crown from seb is no drop, on regular servers at least. That is why the poster asks if the quest is MQ'ble.
For example:
could my 56 druid get the crown in seb while she AND my 40 troll get the requisite froglok faction for the quest and the parts including the cloak, then she turns in the crown and the 40 troll sk turns in the other parts and gets the crown of deceit?
My 56 druid wood elf is the one likely to be in seb, while the 40 troll sk is the one who wants the wood elf form crown.
Faction standing is based on 4 things - race, religion, class, and actions. If you haven't acted for or against a faction, you only have the other three to go on, this is your starting faction standing.
Using an illusion *always* changes your racial faction standing, but does nothing for your religion, class, or past actions. So if the main reason you have bad faction somewhere is based on your race, then this item could help significantly. If your faction is based more on religion or class or actions, this will not help.
lizzee is perfectly correct, he is talking about the wood elf illusion on the crown of deceit being useful for evil races.
You are talking about the ghoul lord scalp, which characters worshipping evil deities need to equip in order to complete the quest. The scalp boosts your faction a set amount and was put in the game to compensate for your religious faction penalty with live-side frogs.
While there may be no faction modifier tag on the item itself, almost all illusions cause faction changes.. as is detailed above quite well.
This item will be a great help to all agnostics from the dark races, and will help any religious evils some, depending on where they want to go.. they might still need a little work to go anywhere with it.
This of course won't negate any past killing .. um... acidents... so to speak.
For christ's sake, the only All/All illusion item in the game, and it's freaking Wood Elf.. the most popular race in the game. Guess they were looking to cut the number of people who'd want it.
A friend of mine went from amiable right up to warmly with this. But not right off, she had to work a little ways into amiable. Very useful shortcut though.
Also, the Scalp of the Ghoul Lord raises your faction with live frogloks. This drops off, not suprisingly, the ghoul lord. It's only wearable by followers of evil deities (who really need a boost of faction with the live frogloks!) Followers of evil deities will need to spend a LOT of time in Lower Guk dead side to even do this quest, so this scalp is a nice boost towards working up froglok faction.
When did this start dropping? I've killed the Ghoul Lord over 100 times and have seen nothing but the helm and yak drop from him (and some FS weaps on occasion).
Then again, I haven't been in LGuk since PoP came out, so maybe someone can shed some light on this item.

Started dropping off the Ghoul Lord most likely when the quest was implemented.... took me 4-5 kills of the Ghoul Lord to get the scalp.... don't think it will raise your faction however UNTIL you get above scowling, or at least it didn't change my faction yet because I am still scowling even when wearing.
actually looking the item up on this site there are posts as far back as september of 2002 so has been around quite some time. But a friend who has spent a great deal of time in guk was suprized to find it recently also, maybe drop rate was upped. /shrug
I've spoken to people who've got this, and they were only earmly usually, though some people trying to do it while warmly couldn't get it. So likely warmly is good enogh, but it can't be borderlinr warmly, has to go above what it takes to just make you warmly but not as high as it's needed to go into ally.
