You say, 'What hazards are those?' Sentry Kedra Kai says 'The western road passes through a dangerous part of the thickets. A rivalry between the strange Tegi clans is afoot. Pay close attention, for the darker ones seem much more hostile than the ones that came before them. The Northern road passes through to the [Paludal] caverns. Once it was a rather safe trade route to the city of Shadow Haven. It has since fallen to regular brigand attacks.. We still get traders coming to sell their wares, but the journey is far more treacherous these days.' You say, 'What is Paludal?' Sentry Kedra Kai says 'What is Paludal? The Paludal caverns mark the trade route to Shadowhaven. A series of tunnels that burrow into the very heart of Luclin. I would be very careful of the creatures that burrow through these caverns. They are very dangerous and will show no mercy on young adventurers. If you come across these creatures bring me four different carapaces shells and I will reward you with a shield made from them.' Give him a carapace from each of the following: a mud burrower, a muck digger, a grime tunneler, and a sediment delever. Today's patch message states this Quest is fixed - probably by creating a new container to combine the carapaces in.

The above description mentioned treating the carapaces ... I was just wondering if it could be done like the wolf,bear,and cat skins. Using a special knife to combine with a carapace in a sewing kit or forge to create a smaller item....Also,the Sentry mentions the mushrooms. Perhaps they can be combined in Brewing to create a chemical that will treat the carapaces.....

I think he means the Stoneclaw Diggers in the tunnels of the Thicket and not the Caverns.

The only carapaces that can go into the shield are the bloodling carapaces dropped in Shar Vahl. The shields are the beinging of Master Barkhem's Vah Shir Smithing Quest.

You can also do the Whisperling quest to get the Frost Carapace to put in the frame.

Someone check if An Outcast Shiknar drops any sort of carapace, seeing as they are also insects. I know for a fact that it's drop list in it's bestiary entry is incomplete.
They do drop carapieces, however, they are also medium sized. Their wings, however, are small, but I doubt they would fit.

This is not a quest, it is just a hint at being able to create a bloodling carapace shield. The beetles in Paludal Caverns have nothing to do with the shield frame as far as I know.
The shield frame is used only for the broodling carapices that drop in the newbie area near Shar Vahl. They are used to make smithed armor, and are used to start the progressive smithing quest which leads up to making shadowscream armor.
