Most of the quests run in strings of islands.(1 item from island #1, 2, and 3.)
This is a quest string from Island 4, 5, 6, and 8.
Overseer of Air = Island 4 Boss - Drops Efreeti War Horn(killed him a dozen times so far, seen 2 drop)
Unicorns and Griffons = Island 5 Mobs - Drop Admantium Bands
Spirocs = Island 6 Mobs - Drop Saffron Spiroc Feathers
Drakes = Island 8 Mobs - Drop Glowing Diamonds
(I might be wrong on some of these mobs, it's been several months since we've done a full sky raid bottom to top)

After talking to Cilin Spellsinger, you talk to Denise Songweaver to get this. You need an Efreeti War Horn, Saffron Spiroc Feather, Adamantium Bands, and a Glowing Diamond.

Upon entering the cave look for Cilin, and hail him. He will ask you if you are ready to begin tests of song. You say "I am ready to begin tests of song." Cilin will ask who do you wish to talk to Denise or Clarisa. You say " I choose Clarisa (or Denise). He will then hand you a book which you hand back to him and then the appropriate NPC spawns.
Hail Clarisa (or Denise). She asks which of the three tests you want to begin. You say "I wish to begin the test of (select which one you want)."
She will then tell which items she needs for that test. Hand her the items and you will recieve the appropriate quest item.

I believe this is a drop on the Nobel Djorn, but since he has about...oh lets say...25 drops and is only killed about once a week, the odds of you attaining this piece are very very low unless your the only bard on the raid and often.

Was lucky as well :) Went on first sky raid, guild dropped dojorn and the other bard let me have the war horn.

I was lucky enough to win this Horn on a guild raid (thanks hugely to Gibberellin and Winu!). Drops off Overseer of Air.
