SK Noob Quest 1st off The Restless Skells in QH drop the Decaying bone parts , but at a slow rate and thay drop faster at night. However if you can the drop is faster at the undead camp near the wattor by N. Karana zone line in Western Karana from the Solder Skells.
While geathering these in QH keep your eys open for a giant King Snake youll need its skin for the weapon part of quest. and youll need the head of Grennet Stormhand, he can be found in N. Q by the QA zone by outter wall. It may help to get a ranger or druid that can trak to help you locate a Giant king snake in QH, if not,I found mine at the town cryer next to bank, so check shops.
Gray Wolves will drop all the pelts you need in QH.

the skeleton tibia isnt the same as the decaying one, it wont work

I made the crude iron greaves but it will not let me combine them with the 2 Lq wolf pelts and the 2 tibias. The tibias just say skeleton tibia, am I using the wrong ones?

The decaying tibia drop from restless skeletons in the ruins just north of the BB entrace in Qeynos Hills.

Possibly. If the quest npc say decaying tibia i bet that's the real name of the part. I will start the questing myself and will keep you updated.
