Like all of the other no-drop components of other Kael armor quests, they drop from random stuff in the west wing of the Temple of Veeshan.

ah yeh - If ye ever ran the Wolf Tamer Quest
for the coldain military wrist. Yup, they put
poor Nerik down there... as yer facin Dragon
death keep-- just drop down off bridge...
and he's down there- with the wolf tamer.
