This is done after completing the initiate quest.
Ithvol K`Jasn is a Cleric guildmaster and can easily be found with the use of CTRL-F. You say, 'Hail, Ithvol K`Jasn' Ithvol K`Jasn says, 'Hail, _____! I sense the gift of hatred in your aura. What status do you hold within these Spires?' You say, 'I am an initiate of Innoruuk' Ithvol K`Jasn says, 'Well met, Initiate _____. If you desire to raise your station in this temple, I have a task for you. Are you willing to accept the task I am about to set before you?' You say, 'I am willing' Ithvol K`Jasn says 'As an initiate of the Spires, you have proven your hatred of the halflings who are desecrating our forest with their feeble shrines and camps. They persist in their hopeless task and seem to anticipate many of our tactics against them. Go out into the Nektulos and slay the one called Master Whoopal. Take his head to Draxiz N'Ryt so that he may probe the brain.' Master Woopal's PH - Quester Dunden - in Nectulos Forest - wanders between 70.0, 786.0, 10.0 and 82.0, 854.0, 10.0 at the druid spires in Nektulos. Kill him until Master Woopal spawns. Master Woopal is a 13th level halfling druid. Kill him, taking care not to aggro the Halfling Protector which is a 20th level cleric. You have slain Master Woopal! Your faction standing with Storm Reapers has been adjusted by -50. Your faction standing with Mayor Gubbin has been adjusted by -5. Your faction standing with Merchants of Rivervale has been adjusted by -7. Your faction standing with Unkempt Druids has been adjusted by 7. Master Woopal's corpse says 'My comrades will avenge my death.' --You have looted a Halfling Druid Master's Head.-- Go to Draxiz N`Ryt in Neriak Commons to deliver the head. He can be found upstairs in the caster's guild at location 120, -980, 3,75 (you can CTRL-F to the enchanter guildmaster Ryoz nearby). You can do this turn-in at dubious faction. Give him the Halfling Druid Master's Head. Draxiz N`Ryt says, 'I have foreseen your arrival, _____. I see from the mind of this lesser creature you have slain that he was receiving orders from beyond the boundaries of Nektulos. I see an armored Leatherfoot moving cautiously through the commonlands attempting to avoid the eyes of travelers and guard posts. Find this Leatherfoot I see in my visions and return any pertinent information he may be carrying to me so that I may decipher it. I have skinned the face of this druid and enchanted it so that you may learn what you must through your skills of subterfuge. Go now, _____, and do not disappoint me!' Your faction standing with The Spurned has been adjusted by 10. Your faction standing with The Dead has been adjusted by -1. You gain experience!! Receive "Skinned Halfling Face Mask" a 1-charge Halfling Illusion Mask, must equip to cast - instant. Find Wallin Slyfoot in the western part of the Commonlands (roams the area south of the Kithicor entrance and west of the lake). You can use the face mask illusion effect to boost your faction. You need at least dubious faction to talk to him without the mask. You say, 'Hail, Wallin Slyfoot' Wallin Slyfoot says 'What? What do you want? Are you here to assist me?' You say, 'Yes, I will assist you' Wallin Slyfoot says 'Yes..yes..of course you will. It is a matter of the utmost importance. I need this letter to be delivered to Master Whoopal in the Nektulos forest but I must also get these Brussels sprouts to my granny before they spoil. Please deliver this message for me?' Receive "Leatherfoot Raider Orders" Return to Draxis in Neriak Commons and hand him the orders. Draxiz N`Ryt says, 'I see you are more cunning than you appear, _____. These orders to Whoopal bring disturbing news indeed. It seems there is a Leatherfoot spy somewhere in Neriak who has been providing the raiders with information. Find this spy and return his head and your initiate holy symbol of Innoruuk to Ithvol and if he deems you worthy he will promote you within the ranks of the Spires.' Your faction standing with The Spurned has been adjusted by 10. Your faction standing with The Dead has been adjusted by -1. You gain experience!! There is a secret tunnel that leads from the Toadstool (invisible wall hides the tunnel) all the way to Neriak Foreign Quarters (entrance in Foreign Quarters is near the trolls and their caves, behind a bed where the wall is marked with red glowing symbols). The Spy does not spawn immediately behind the waterfall (this is the waterfall next to the Priest of Discord). Instead you have to keep going through the tunnel (towards the east) and do NOT go the way that leads to Foreign Quarters (south) but keep going eastwards and deeper into the tunnel. Eventually you step on an invisible floor (pit) and fall down, and there is the spy. a leatherfoot spy says 'I have been discovered!!! You will never stop us from reclaiming the Nektulos for Karana, _____!!' The spy will attempt to flee at low hp. You have slain a leatherfoot spy! Your faction standing with Guardians of the Vale has been adjusted by -20. Your faction standing with Mayor Gubbin has been adjusted by -3. Your faction standing with Storm Reapers has been adjusted by -2. Your faction standing with Merchants of Rivervale has been adjusted by -3. Your faction standing with Dreadguard Outer has been adjusted by 3. You gain experience!! You have slain a leatherfoot spy! You have looted a Head of a Halfling Spy. Return to Ithvol in Neriak 3rd Gate and give him the Head of a Halfling Spy and Initiate Symbol of Innoruuk. Ithvol K`Jasn says 'You have focused the hate within you and discovered that hate and rage are not the same. Hate can be calculating and deceptive. For your service in defending the Kingdom of King Naythox Thex from the halfling invaders, I award you the disciple symbol of Innoruuk. Wear it with pride, _____.' Can anyone tell me where Draxiz is in Neriak Commons? Or where is this Tower of the Spurned?

The Tower of the Spurned is the Wizard's/Magician's/Enchanter's guild. It is in Neriak Commons.
Draxiz can be found upstairs. As you enter the guild go up the stairs. At the first landing, you will see a passage that leads out to a balcony-type walkway. Follow the walkway around to your left and you will find Draxiz there.

I actually got the note with my HE Wiz by accident once. I saw little Wallin wandering around WC and since he ignored me when I tried to be nice an hail him, I killed him. He dropped the note.
SO..after researching the note I found out about the quest. I took my DE Cleric out to see him (the note it No Drop) and could NOT figure out what to say to him (I'm normally a BLONDE wiz, remember? I forget easily). Anyway, my friend killed him and guess what..NO NOTE. SO...the moral of the story is...if he won't give it to you, you can always beat it out of him, though it might take a few tries :o)
P.S. Neither I nor my friend got a faction hit the 3 times we've killed him (hey, I carry a grudge...just you wait Izabel Brightblaze!)

I could'nt find the room behind the waterfall to kill the halflings. Where the heck is it and how do you get to it ?

go up the waterfall, near PoDiscord, form there, i dont know exactly where the room is, but it is really near the zone border... it s a secret room, i found it by accident while i was going downward, instead of turning, i continue through the wall.

I completed this portion of the quests the second time today (accidentally turned in the Regent items to Pierre instead of Ithvol, DOH!)
I got the note from Wallin by saying "I will assist you" if you are still having problems, try "I will help you" (works either way).

To get wallin to give you the message I said "I will help you." The important part being the word WILL. I tried "I want to help you." and he did not give me the message. Once I said "I will help you." he coughed it up.

I have no problem finding Master Whoopal. THe first time i was at the totem, he wasnt there, i killed the 3 green halfing surrounded Quester and Quester himself. And Master Whoopal spawned 10 mins later at Quester's spot which is right in front of the totem. I tried to get the notes from wallin but he ignored me, so i wasted the guise. I went back to kill whoopal but it was still Quester standing there, so i killed quester withought touching those green halfing, Whoopal spawn again after around 10 mins.
Any news on when Verant will fix Wallin? I couldnt get him to talk. =(

I camped at the totem pole for an hour or two. I've seen Whoopal there before, but he no longer seems to spawn. I restarted the quest in case it might have "run out", but still no luck. Anyone know if I should kill just Dunden and leave the others maybe?

this quest appears to be broken on the prexus server at least as you are not able to get the note from wallin. I tried the help line even and have tried for hours in vain but he wont give up a note.

The reason why is because these necklaces are Deity based. You have to follow Innoruuk (Neriak) or Cazic Thule (Paineel) to use them. Since Ogre Shamans can only follow Rallos Zek, you are out of luck =(

I have tried all kinds of stuff to get the letter from Wallin, except help, I also wondered what he conned to people even with Illusion:halfling on. He was apprehensive to me still, does this effect him answering me? I am going to try "help" right now...let you know =)

The way i get to Ithvol,(took me a while to figger it) .. if you are high enuff. I summon my pet go up to the balcony where i can target Ithvol , and then order him to attack, then I jump off run close to zone and wait till I see the WHOLE CROWD coming, cuz they will , then zone out and back in, and catch Ithvol fore he goes back up to his ledge... btw Taeloth, shrink only works in dunjins =) so the second mask is easier , but lowers faction with The Dead so much, that my trick is better =)

To get to Ithvol you can buy a shrink potion. It has been put out that the shrink potions work everywhere. I have yet to try but I am going off the info that is put out by Verant.

Actually neriak is an 'indoor' zone aka dungeon so shrink potions/spells should work there, or at least as a dark elf bard my selo's said you can't cast this spell indoors...

Trolls who try this will have to get a second Head of master Whoopal so they can sneak up and bind in the top layers of the cleric tower. Otherwise there is no way to get to Ithvol to hand him your stuff. I was 29th level so i went to the staircase. waited for the guards to stop, memed inivis and bind. activated my halfling face. walked up the second flight of stairs. bound myself, then invised myself. when i was done, i fled to the zone then gated back on the second story of the tower. :)

Found an alternate method of accessing the top floor. Took me an hour of trying. Climb the stairs you can use to the outer walkway that the guards patrol. There is a balcony with an npc female (forget name). I believe it faces the zone to the Commons, but there is only 1 balcony. Step onto the small ledge toward the balcony. Cast Levitate on yourself. This you must time well. At the highest peak of your floating, start to cast Levitate again. When the spell goes off, you rise another inch or so. Do this until you cannot raise any higher. At this point run forward while looking up. I made it. Remember, if you look straight or down, you will likely not make it. This will save time from having to run back out to Nektulos to smack down Whoopal again. By the way, I now carry one mask on me at all times. Nothing like freakin people out when they come across a halfling that is truly a troll. Hehe. Poor Whoopal, never goes long without a visit from his most hated troll.

And finally the simplest way ever... SHRINK POTIONS :) made like 9 of them being a shaman and just used them throughout the quest.

When you have to talk to Wallin to get the letter its important that your sentence includes "help" I spammed him with "I am here to assist you" and "I want to assist you" and he didnt answer until I got tired and said "I want to help you" that was the trigger for giving me the letter.
