what faction level is needed and whom is it needed with to do this quest?

Eandalion keeps the other pieces just ask him about armor. Killed a zel have found them on them. Also have found them on Bswolfs and wolfs......i don't get it. This quest has me on let down. I want to replace my crusty vamb with these and i want to get the greaves to replace my rygor,a dn then i want to get pauldrons to replace my sebtili mantle
Most of the Quest peices for all classes Twilight Armour, seem to drop in the following zones:-
Dawnshroud Peaks
Twighlight Sea
Scarlet Desert
Tenebrous Mountains (sp?)
