Start by giving your Guild Summons to your guildmaster. You will receive an Application for Citizenship. For example:

Master Taruun Rakutah says, 'Good ________, I am pleased to see you. You have come of age and it is time for you to register for citizenship. Your invitation indicates that the Taruun, hunters and providers of Shar Vahl, have noticed you and consider your potential to be worthy of our training. First, take this application to Registrar Bindarah and return to me with proof of citizenship.'

Master Taruun Rakutah says, 'I know that you may be nervous right now... after all, this should be a very exciting first step for you. If you happen to get lost while looking for the registrar, just ask one of the other citizens or guards for directions. They will most likely know where to find the place or person that you are looking for.'

    You gain experience!

Find Registrar Bindarah near the south gate and bridge at -390, +140. Give her the Application for Citizenship.

Registrar Bindarah says 'Young ______, I will be happy to process your registration for you. While I etch your name on our people's book of records I will require you to run a couple of errands. Take this certificate to the tax collector and obtain his seal. While you're out doing that, have Mignah create your personal Acrylia slate for you. Bring both the seal and the slate to me as soon as you can.'

    You gain experience!!

You receive a Certificate of Taxability in exchange. Find Tax Collector Khugra in the bank at -290, -455, -187 and give him the certificate.

Tax Collector Khugra places his seal on the certificate before returning it to you. 'Ahh, a new taxpayer, wonderful! You must always remember that it is a distinct privilege to contribute to the upkeep of our noble society and not merely a duty or a burden. I look forward to collecting your honorable taxes in the future. May the spirits prosper you, ______.'

You receive a Stamped Certificate of Taxability. Now find Mignah Cahru in the tavern near the north gate at +485, -285.

You say, 'What about an acrylia slate?'

Mignah Cahru pulls a smoldering piece of forged acrylia from a nearby oven and, before you can react, presses your hand into the still soft metal. 'This may hurt a bit, but it'll heal.' He then etches your name and the date into the slate and plunges it into a bucket of water before placing it into your stinging palm.

You receive an Acrylia Slate. Head back to Registrar Bindarah and give her the stamped certificate and acrylia slate.

Registrar Bindarah says 'This item, by itself, means nothing to me.'

Registrar Bindarah says 'Ahh, there you are. I was about to send someone looking for you. Everything seems to be in order here, only one task remains. You must gain audience with the king and swear fealty to his highness by handing him this document. Return to me when this is done.'

She will keep the acrylia slate for now, but you will get it back later. You receive a Note to King Raja, which reads:

Oh great king, I hereby voluntarily pledge my life to serving the realm and preserving the noble Vah Shir. I am henceforth yours to command.

Take it to King Raja Kerrath in the throne room of the palace, at 0, +565, -160.

King Raja Kerrath says 'Your humility and willingness to serve shall not be wasted. There is much to be done, ______, and our people thank you in advance for your selfless service.'

You receive a Note from King Raja, which reads:

I, your beloved king, find the bearer of this note to be worthy of citizenship of Shar Vahl. May he serve the noble Vah Shir well.

Return to Registrar Bindarah and give her the letter.

Registrar Bindarah says 'Well done, ______, I am honored to be the first to welcome you to citizenship of Shar Vahl! May you serve our society as well as it serves you. Return to your guildmaster and present both the slate and the application to him. The acrylia slate shall henceforth serve as proof of your citizenship.'

Registrar Bindarah says 'Oh, by the way, be careful with this as it will be important for recording your service to our society. If you should somehow lose it, ask me about your slate and I will issue you a new one.'

Your faction standing with Citizens of Shar Vahl got better. +400
    You gain experience!!

You receive an Acrylia Slate of Shar Vahl, along with a Notarized Application. NOTE: This slate is your unique identification for subsequent Vah Shir quests, so don't destroy it. Bring the application back to your guildmaster. Here's the dialogue for the Beastlord guildmaster:

Elder Animist Sahdi says 'Allow me to be the first to welcome you to the Khati Sha, lords of the beasts. Accept this cloak, young initiate. It is a symbol of your loyalty to our noble people. May it serve you as you serve us all. Present your acrylia slate to Animist Poren and he will give you instruction. May the spirits of the beasts guide you and keep you safe.'

You receive the Initiate's Cloak of Shar Vahl.

I would, just in case. Stick it in the bank. I think that if you get to level 50, and it's still sitting in the bank, untouched, then yeah, toast it.

We had 3 people looking for the Registrar and we had trouble finding him. Then, it took us forever to complete all of the steps involved. However, the fact that you get over 1 level by completing this quest helps compensate for the time involved in the steps.

I think I know what you are talking about. To find the person you need, face the fromt gates of the palace. Turn to the left. You will see a group of buildings. Don't go into any of the doors, the person you need is standing at the corner outside. Hail him. He will greet you and tell you to send anyone looking for work to him. Tell him 'I am in need of work.' and he will tell you to go to the crater and find

    A Pinch of Scarlet Moss
    A Redcapped Mushroom
    A Bluecapped Mushroom

They are kind of hard to find, but they grow well near the gates. A red dot is a Redcapped Mushroom, a blue dot is a Bluecapped mushroom, and a black dot is the Pinch of Scarlet Moss. Bring all three things back to him and he will give tou a pile of acryila dust. (Forgive me if I didn't spell that right.) Take the dust to Guard Hebijeb. He''l give you w mold and some instuctions. Now your stuck where I am. Good luck!

This is how to MQ for other races and classes
    # Apr 16 2002 at 4:43 AM Rating: Excellent
Okay, I lost my slate several times doing this so I parsed out exactly the steps needed to MQ citizenship for other races, which thus far hasn't been posted very clearly.

First, take your main character to Mignah, who is upstairs in the building marked number 8 on the EQatlas map. Say exactly this: "I need an acrylia slate" and you will get a slate.

Now, take your main to the Registar room. The room to go into is just to the left of the "16" marked on building number 16 on the EQatlas map, and you will find the door on the inside of the little courtyard of the building (you enter the courtyard from the south). Camp your main character here.

Now, create a mule Var Shal. It doesn't matter which class. Have the mule give the newbie note to its guild leader, and you'll get a note in return and be told to take it to the Registrar.

Do that, and you'll be given in return a note that you are supposed to take to the Tax Collector, and told to also get a slate. Don't get the slate (your main already got it). Take the note to the Tax Collector, who is in building number 14 on the EQatlas map (he is behind the bankers). He will stamp your note and give it back to you. Give that stamped note to the Registrar; do NOT give him a slate with your mule Vah Shir.

Now, one of two things will happen. He should say "This means nothing by itself." At this point, you camp your mule and log in your main, and have the main turn in the slate, at which point your main gets a note to take to the King.

If the Registrar instead gives your mule the King note, then that means someone gave the Registrar a slate without giving them a stamped tax note, and you're gonna have to delete your Vah Shir mule, make a new one and go through the steps again up to this point.

Now your main character has the King note. Give it to the King, who is in the building marked number 4 on the EQatlas map (he's easy to find). He'll give you a note to return to the Registrar. Do that, and the Registrar will give you a note and your slate back, and be told to take both of them to your guild leader.

If you are NOT one of the five Vah Shir classes (WAR SHM BST ROG BRD), you can take the note and your slate to any of the Vah Shir guild leaders you like. They will give you your slate back and a cloak, and tell you to give your slate to a nearby NPC for further instruction. Do NOT give your slate to that nearby NPC, because they will eat your slate and say you are not the right class. I think you can just get rid of the cloak because it's meaningless to you; you're just doing this quest to be able to do some of the Progressive tradeskill quests (which requires the slate). I doubt you really need to do this step at all, it's just something I found I could do. If you're not sure who the guildleaders are, create a newbie Vah Shir of the class and the note will tell you.

If you ARE one of the five Vah Shir classes (BRD SHM ROG WAR BST) but of another race, I THINK you should be able to hand the slate in to that nearby NPC, but I do not know this for a fact. The items that result from the progressive class quests seem to be valid for all the races for that class, so they should give you the futher instruction rather than eat your slate. Again, to find out which of the NPCs is the guild leader, create a newbie Var Shal of that class and the newbie note will tell you.

In destroying my slate accidentally several times, I had to do the MQ citizenship quest about 4 times. This was enough to get my Erudite Wizard up to Ally with the Registrar, who is on the Citizens of Var Shal faction. At warmly or below, when I asked him "I need a new slate" he would just say "You need to further prove yourself etc". However, once I hit Ally, I can get a new citizenship slate just by saying "I need a new slate" and not go through all the MQ stuff.

You may wish to intentionally destroy your citizenship slate and do it several times until you reach Ally with the registrar - I imagine this opens up some other Var Shal quests. It's not a particularly long or hard quest to do, and it gets your Citizens of Shar Vahl faction up VERY quickly. It's also pretty good exp for characters level 7 and below.

Correction. Mignah can be found in the building marked "3" on the EQAtlas map.
RE: This is how to MQ for other races and classes
    # Oct 25 2002 at 5:23 AM Rating: Decent
    Well said.
I did this with my Barb BST. Now I'm doing the Vah BST guild quest. ;) Already got my claws. :)
I'm still indifferent, but I'm turning in whiptail glands, grimling tongues, etc. while I'm doing the quests. I am about to start on my Hero Cloak. That'll get my Faction to Ally, lickety-split.
Oh! Also do the Chialle Ring quest. It's simple and free. 4 Payala Fruit (ground spawn by payala trees [blue streaks on the trunk]) to the female merchant in Shadeweavers = 1 Sweet Payala Nectar and faction. 4 Sweet Payala Nectar to Chialle (First merchant you see coming in from Shadeweavers [wanders off periodically, you can still give her the nectar]) = Chialle's Friendship Ring and faction. Ring is a light source boosts stats and is quite pretty. Also, these 2 seem to have their own faction standings as well. I always use them when I want to buy low and sell high.
Finally, Shadeweavers has a ton of faction quests which all give you nifty items. Just by collecting items while hunting for silks, etc. will get you all the faction you need. AND little to no negative faction. And don't forget to pick up the litter. 4 rotten refuse to Faer and you get faction and nice 2%wr bag with 6 GIANT slots. It's Lore, but you can still get faction.

    # Jun 11 2002 at 11:17 PM Rating: Default
well, i got my main logged at the registrar with the slate, and i got my newb vah shir to the point where you say to just hand in the note, and not the slate too and heres what the registrar says: "I have no need for this item (Name here), you can have it back"

so does multiquesting this no longer work?? If so, is there any other way to get my non-vah shir citizenship so he can do quests here? Maybe if i raise his faction high enough?

Any advice on stuff to do to gain enough faction?

I wonder if the experience has been reduced slightly... or if I missed a trivial step somewhere.

I did the citizen quest and was at one blue under level 2 (which I thought was great) and went to the "pit" and on my first kill I dinged level 2.

not critical, but figured I'd mention it.

Has anyone discovered how to gain citizenship in Shar Vahl that is not a Vah Shir? The registrar tells my human monk that I cannot be trusted with 'that' information about citizenship, and also says something about proving myself for the cause. I am working on faction now, and people have said that the registrar would give me an application, and give my slate back.
    Can anyone confirm this?

    1) log your valshar out at the guildmaster (with a slate)
1a) Even as she acknowledged your completion of that stage of the quest, Registrar Bindarah tells you exactly what to do in future about a lost slate:

"...ask me about your slate and I will issue you a new one."
    2) make a new valshar char (remember to make same class as old)
    3) run through the citizen quests
    4) turn in the application with new valshar and log out
    5) login your older vlashar and hand guildmaster your slate
    6) enjoy doing the quest over
<<i did not write this i just complied it from all the other posts>>

Xodus, Pull your head out and don't stop till you hear a pop. This will work or a spin on it would be to get a new slate from mignah for the OLD character and after the NEW Trash character turns in the note from the tax collector, relog (or with two accounts just go to the other computer) and with the OLD character turn in the new slate from Mignah. You'll get a note to take to the king etc. when you hit the guildmaster you get your cloak. Only flaw with my way is that if someone comes along in the time while you are relogging it could through it off... I HAVE done this with two accounts tho and it works. I like chaining it at the guild master way tho as there are fewer ppl interfacing with him than with the registrar. Btw (By the way, spelled out just for you Xodus) this is called Multiquesting or chaining a quest.
