Tried this with dubious faction, he eats the pack and says "I will not aid beings like you.".
He will do it with indifferent faction though. I do not know about apprehensive though.

Rallic Aristos says 'Well met Daias! I am Rallic Aristos, Governor of trade and economy here in Katta Castellum. I know it sounds like a lot of parchment pushing and coin counting but maintaining good trade relations with the various Houses of Shadow Haven and the haggling Vah Shir of Shar Vahl is not as easy at it may sound. Then there is the issue of the [acrylia mines] in the Tenebrous Mountains.' You say, 'What acrylia mines?' Rallic Aristos says 'The Tenebrous Mountains are rich with veins of the valuable acrylia ore. Unfortunately the mines were dug and controlled by a tribe of savage grimlings from the forests to the south. Negotiations have been attempted with the grimlings but to no avail. Several of the other governors and I have been developing a [plan] to take the mines or establish mines of our own. In either case the mines will have to be defended from attacks by the grimlings unless when placed in that predicament they finally resort to trade negotiations.' You say, 'What plan?' Rallic Aristos says 'The full plans are not at my disposal but one of my concerns that may be instrumental in our success is the acquisition of grimling documents carried by a grimling courier who is seen frequently running from the forest to the mines. If one of the Validus Custodus attempts to obtain the runners pouch the grimlings will surely retaliate, if adventurers like yourselves obtained it however and quietly delivered it to me we may be able to move forward with our plans.' The grimling runner is found on the southern side of the zone. He drops a pack (LORE) which you turn into Rallic Aristos in Katta. Rallic Aristos says 'Excellent, the contents of the pouch shall be examined immediately. Take this pattern for a crafting a pack that will be sure to lighten the burden of its contents. I'm afraid I do not have the rest of the [required materials] at hand.' Your faction standing with Concilium Universus got better. Your faction standing with Seru got worse. Your faction standing with Heart of Seru got worse. You gain party experience!! You receive a Rallic Pack Pattern. You say, 'What required materials?' Rallic Aristos says 'In addition to the pattern you will need to acquire a Perfect Owlbear Pelt, Shade Silk Thread, and a Shade Silk Cord. You may use any loom or large tailoring kit to craft the pack.' Combine the Rallic Pattern (LORE), a shade silk thread (2 shadeling silks combined), a shade silk cord (3 shade silk threads combined), and a Perfect owlbear pelt (drops off higher level Owlbears) in a sewing kit to receive your Rallic Pack. | ||||||||||||||||||||||||||||||||||||||||||||||||||

I've done this quest alot. Made great money. But at the moment the Runner who is on a 90 minute spawn timer is always camped. I can only get him buy getting up at 4 in the morning and waiting the whole 90 minute for him pop. Also go into Katta go to the right enter the building take the first left then the second opening on the left go to the end of the hal take a left then open the door on the left enter and on the right Viola Rallic give him the pouch and he gives pattern. I don't even bother asking him the quest spam. Dudes a level 60 and friendly to a shor magician. You cant levi in Katta.

I have done this quest several times and collected dozens of silks. The silkworms are not generally the best place to find the drops. The best success I had in finding silks was off Lesser Shades. If you come out of Shar Vahl, go down the path to the crossroads then turn right. Take the path all the way up to the Loda Kai tunnel entrance. In that area there are a lot of lesser shade spawns. I went from getting about a stack every 2 hours to a stack every half an hour hunting here.

Ok I got the Pack..but Rallic wont even talk to me..can I still get the pattern in trade with him, with dubious faction??..or is there something I can do to raise faction with this guy...No info on this site gives faction for him.
if you can find a bard, they can play their faction song which *should* raise it to one faction level. I don't know if this works firsthand on Rallic but it has worked for me on other NPCs to raise faction to complete quests.

I just made a bag with a skill of (1). In fact, when it made the bag, I got a skill pop to (2), and a trivial message. :P

Do you have to have a decent skill in Tailoring to Complete this quest, it says you have to combine them in a seqing kit, which probably means it requires tailoring, is a higher skill in tailoring required. Plz fill me in on this

From EQTraders page, this items is trivial below 17. So if you trivial the silk swatches you should be able to make this no problem.

Don't see him listed in the bestiary and details are a bit fuzzy but where is this mob located?
Go to the tunnel from Grimling Forrest to Tenebrous Mountains on the TM side. If I were you, Id go sit on the edge of the cave (right side looking out) and face inward. This way you can see him perfectly and if he darts out (which he usually does) then you'll get more than one chance before he gets past you.
As for the exact spawn spot, he will spawn next to the wall on the right (if you are facing inward from TM) about halfway through the cave. I SWEAR the spot looks like its been illuminated...saying "spawn here"..but after being on EQ this long I read signs into everything.
Oh...and dont be surprised if he runs INSIDE a rock. Lost two runners this way - as a wiz I nuked him and he died inside. Id get aggro and fight near the zoneline...or just outside the tunnel.

Two groups and two solo peeps were hanging around the mouth of the entrance. I was afraid that they would KS me. I found him spawning near the middle just as you said. A very kind Shammie saw him first but didn't ks me (buffed me up big time too). The rest of the people there didn't see anything until I had it down to half health.
I was so happy to see that everyone respected my camp and even came to my aid. When the runner started running (through the wall that *******), and I lagged coming out of the cave, one dude tracked him down and finished him off.
Very nice!

Chances are you put a no drop item into the bag. That will add the nodrop tag to the bag to prevent trading something no drop by putting it in a bag and giving it away.

Back a few months ago I remember trying to put a nodrop item in a backpack and trading it, this caused the character I was trading from to go LD. I never reported this (bad me) since I was relatively new to the game. Maybe they've patched this already, but I haven't tested it since I do not have any nodrop items to test this on. At any rate the nodrop item is definitely NODROP, no matter what you put it in, hee hee.

This is NOT NO DROP!!!!! You can make it, then sell it all day long. You should right click on the bag and you will see it is not NODROP. You must have had a NODROP item in it hon :)

where do these silks drop, i'm tokd shadeweavers but i can't find them under the beastiary?

You will have every newbie in the zone coming and handing you stacks of silks. I managed to trade for 96 silks this way in about five minutes. Saved me lots of time and made a bunch of newbs VERY happy.
Then I ran into Shar Val and used the loom in one of the stores to create the materials needed (went from 0 to 17 tailoring in another 5 minutes).
You will have every newbie in the zone coming and handing you stacks of silks. I managed to trade for 96 silks this way in about five minutes. Saved me lots of time and made a bunch of newbs VERY happy.

Yes they drop of Xakra Silkworms in Shadeweavers's..and they are in the beastiary.
Also..the silks drop off of skeletons called Lesser Shades. These are higherlvl than the worms, but should be ok if you are high enough to kill the Grim Runner. LOL Ive gotten more silks off Skellies than worms..go figure.

Where is the best place to kill owlbears for the pelt? Hollowshade Moor or grimling forest?
Actually the there is one real close to ShadowHaven. The named Owlbear "Yelloweyes" spawns just as you leave the tunnel entering the Paludal Caverns. The first 2 times I killed him I got a Perfect Owlbear Pelt.
Hollowshade moor is best bet.
Got 1 perfect pelt after clearing the owlbear cave about 3 times.

One more bit of information. The runner will run from the cave all the way to the cave where the laborer is. If you are camping the laborer by the entrance, and no one is camping the runner, he will come right to the entrance and announces himself. So you can camp both and get the pouch and acrylia at the same time. This works specially well later night when the zone is quiet. Good luck.

thanks to a friend who was making the run to Katta. She kiled the Runner on her way and got me the pattern in Katta. I had meanwhile been killing Owlbears and about the time I got my Perfect Pel, she comes by and hands me the pattern. 5 minutes later I have my pack and I am running around 30 pounds lighter with the same amount of items.

ARE YOU KIDDING? First of all, I hope YOU try and sell something and someone walks up and talks your buyer out of your sale.
Second...this thing can take a LONG TIME now that the perfect owlbear pelts have been NERFED. Im sure you are trying to lower the price so you can get one...they are worth 1500pp easy..amybe more since the pelts are harder.
You dont like it..dont buy it.

This has been changed and is now No Drop
ITS NOT NO DROP..he does have a no drop item in the bag. Sheesh I wish Verant had never made bags have this function. And I wish people would check what they are writing about before they post.

The Pack you get off the runner and have to trade to Rallic is No Drop...I think thats where everyone is getting confused..you need to trade that pack with Rallic to get a pattern to make the final product..which is 10 slot 85% reduc pack

So people know, this CAN be done at 31 as a Bard. I just did the quest tonight. Killing the Courier was a major adrenaline rush, since I have serious lag there and could basically only 2twist, and had one of the bats add in. Fun Fun Fun.
There really isn't a good open area near there to kite in, so I just used the wall to the right as you enter. Go around the hill and there is a semi open area on that hill side. Not the best of Kiting fields, but workable.
Then it was just find and kill Shadelings combine and Viola! new Major Weight redux pack!

A little less cryptic directions....
Come into the zone and walk through the front entrance. You will see walls on your left and a castle with shurbbery walls on your right. Go straight until there is an opening in the shrubbery on the right. Go inside the castle. The door is hard to open unless you click on the metal near the hinge (sounds strange I know but I spent 10mins clicking in the spot where every other door opens).
Go in...take your first hallway left on bottom floor.
Then take the next left hallway (not door) left again...there should be a barabrian guard at the end (shes hot!). Take aleft at the end of the hall and then take the first door on the left. Go in and turn right. There is Rallic, the ole'dog.
