You say, 'Hail, Vegalys Keldrane'

Vegalys Keldrane says 'Greetings to you, citizen. By order of the Council of Qeynos I have been given the duty of apprehending the individuals [responsible] for unleashing this terrible plague upon the people and the lands of Antonius Bayle. The more I look into this matter, the more I come to find that this will be no easy task.'

You say, 'Who is responsible?'

Vegalys Keldrane says 'The plague unleashed upon the Plains of Karana is the work of the followers of Bertoxxulous. Those responsible belong to group known as the Bloodsabers though there were others involved as well. Some time back, they launched a plot to overthrow Antonius Bayle and our ruling council. Their [plan] failed.'

You say, 'What plan?'

Vegalys Keldrane says 'Their plan was to unleash a plague so deadly and virulent that it would wipe out all life from here to Highpass Hold. They planned to brand themselves and their foul allies with a rune that would have rendered them immune to the effects of this plague. From that point they would have been able to simply walk in, easily defeat the weakened stragglers and declare themselves the rulers of this kingdom by default. But they were [careless].'

You say, 'How they were careless?'

Vegalys Keldrane says 'The sudden influx of scoundrels and loathsome individuals was our first tip off. They required a rather enormous number of supplies, materials and manpower to construct the ornate altars, craft and enchant their runed branding irons and supply their armies with the weapons needed for the cleanup work afterward. They needed to rely upon [outside help].'

You say, 'What outside help?'

Vegalys Keldrane says 'They mostly chose to hire bandits and brigands who are foolishly more concerned with immediate profits than the long-term effects of their actions. But once they knew we were on to them they even started hiring some of the more 'civil' gnolls, if there is such a thing. Gnolls tend to be easy to push around, stupid, and they work very cheaply. They knew their time was short and they were desperate. Choosing to work with untrustworthy, lazy scoundrels caused the whole thing to begin to [unravel], praise Rodcet!'

You say, 'How did it unravel?'

Vegalys Keldrane says 'Their workers were careless. Aside from noticing the unsavory element in our city, our citizens began to run across many of the strange items and materials that were being trafficked into our city en masse. It was at that point that the citizens began to [complain] quite loudly about all of this.'

You say, 'Complain?'

Vegalys Keldrane says 'Obviously, they questioned the meaning behind these events and rightfully so. They were frightened much as they are now. I admit, I was remiss in my duties for not noticing it sooner. One of the biggest complainers during this time was a man by the name of [Earron Huntlan], proprieter of the famed Lion's Mane tavern. Though he is just a simple merchant, he did us a great service.'

You say, 'Who is Earron Huntlan?'

Vegalys Keldrane says 'Earron is quite a character. He gets all kinds of travelers stopping by his inn for a drink or whatever other business. His patrons started telling stories of being mugged and harassed by these loathsome individuals in the very streets of our fair city. Of course, he was concerned. So he became a kind of advocate for this cause, ringing the [alarm] bell as it were. I admit, at first I did not believe the conspiracy. I simply could not believe it was all happening under our nose.'

You say, 'What alarm?'

Vegalys Keldrane says 'Well, he succeeded in whipping the populace into a frenzy. He even got the famous wizard Al'Kabor to help him out by determining the nature of the strange items many of our citizens were finding. Getting that man to do anything not directly related to his research is not an easy thing to accomplish either. Needless to say, at that point I saw the truth and the Prime Healer forgive me for not seeing it sooner. Were it not for the investigations and general outcry of [concerned citizens], we might not be standing here talking today.'

You say, 'What concerned citizens?'

Vegalys Keldrane says 'Yes, it was citizens like you that helped to save Qeynos that day. We uncovered their plot, captured the man who was in charge and put him to death. Of course, the Bloodsabers retaliated and using their incomplete research still managed to unleash the plague we face now. Though devastating in its own right, you must admit it is rather mild compared to what it might have been. I thank you for your interest. Perhaps you would be willing to [help] me?'

You say, 'I am willing to help you'

Vegalys Keldrane says 'Excellent! The more I learn from my investigators the more I find that these Bloodsabers have stretched their tendrils of influence all throughout our beloved city. Nevertheless, we are committed to exposing these fiends once and for all. Perhaps you would like to become an [investigator]?'

You say, 'I would like to become an investigator'

Vegalys Keldrane says 'Very well then, Durix. We will not allow just anyone to wear the official Investigator's Badge and please forgive me. . . But it is hard to tell where one's loyalties lie these days. If you are truly [serious] then there is a duty you must perform first to show you are on the side of Antonius Bayle, the council and the good people Qeynos.'

You say, 'I am truly serious'

Vegalys Keldrane says 'There is a guard by the name of Robbie Shilster that patrols the Northern Plains of Karana. He is allied with our enemies and completely corrupt. He is flagrant in his trafficking of contraband goods. His orders are to guard the great wooden bridge to stave off the insect swarms. But our investigators report that he simply stands to the side and watches as the swarm rolls through. You are to execute this man for his treason and bring me his helm. Then, we will talk.'

Go North Karana and go north of the wooden bridge, near the wall. Find Guard Shilster and kill him. Loot a Cracked Corrupt Guard Helm. Run back to Qeynos and give his helm to Vegalys.

You receive an Investigator's Briefing. Go to South Qeynos. At a tree south of the Lions Mane tavern you will meet an investigator in a yellow robe. Give him the book.

an investigator says 'Very well, let's get to work. I assume you have read the briefing and committed it to memory. This is how you will be tested. I shall play the part of student and you shall play the master who directs me. I promise I won't make it easy on you either, we want only the best. We'll see how you do and then I'll decide if you are worthy to wear the badge or not.'

You say, 'Where is the first suspect?'

an investigator says 'The first suspect was last seen near the shop called Fireprides.'

Fireprides is the armor store near the bank. At this point use /pet commands to get the investigator to listen to you.

You say, 'Follow me.'

an investigator says 'Right, let's get going.'

Look for Riley Shplots.

You say, 'Are you a member of the Bloodsabers?'

Riley Shplots shakes visibly and says, 'Oh, no. I knew this would happen one day. Please don't hurt me! I had very little to do with this plague, though it is quite a nice one, you must admit. I was just a courier. I'll come quietly. I don't want any trouble. My small contribution to the glory of Bertoxxulous has already been given but I certainly don't want to go to meet him just yet!'

You say, 'Give me a confession document'

an investigator says 'Here you are.'

You say, 'Summon a guard.'

Guard Sylus says 'Come along, prisoner.'

You say, 'Where is the second suspect?'

an investigator says 'The second suspect was sighted below the Grounds of Fate.'

Look for Willie Garrote. He may be found under the arena, near the cells.

You say, 'Are you a member of the Bloodsabers?'

Willie Garrote says 'A Bloodsaber? Of course I'm not, don't be ridiculous!'

You say, 'Give me a confession document.'

an investigator says 'Here you are.'

You say, 'Summon a guard'

Guard Sylus says 'Come along, fiend. We haven't far to go.'

You say, 'Where is the third suspect?'

an investigator says 'The last suspect has been known to hang around that low life known as Raz the Rat.'

Look for Donally Stultz near the docks, on the shore.

You say, 'Are you a Bloodsaber?'

Donally Stultz says 'Of course I'm a Bloodsaber, you fool! I've just returned from the Plains of Karana where I was reveling in the glory of the Plaguebringer. Now then, since I see that this foolish investigator is with you, I suppose you want me to sign a confession document or something like that? Well, let's have it then!'

You say, 'Give me a confession document'

an investigator says 'Here you are.'

Donally Stultz crumples the document into a ball, throws it to the ground and spits in your face, yelling, 'You are a fool if you really believe I would sign such a thing. Prepare to die!'

Kill him and loot his head. Give the investigator the two confessions and the one head.

an investigator says 'You have done our city a great service and helped to bring several criminals to justice this day! Wear this Investigator's Badge with pride! Speak again with Vegalys Keldrane, he may have information about [advancing further] in rank.'

I did this quest last week, and instead of messing around with the investigator and his /pet commands, I just chose to ignore that part. I skipped all of the "Summon a guard" steps and left the investigator where he was. Quest worked fine for me that way.

if have any intentoins on doing the next badge quest be sure to get an extra unsigned confession off the investigator before you complete this one youll need it for the second one...also you dont need the investigator to follow you around its easier just to run back to him when you need to

Just finished this quest yesterday. Being a cleric(no pet commands), here's how I did it:

1. Kill Guard Shilster in N. Karana - Loot Cracked Corrupt Guard Helm.
2. Speak to Vegalys Keldrane in N. Qeynos - Gave him Cracked Corrupt Guard Helm and get Book.
3. Go to S. Qeynos and give investigator Book.
4. Say to investigator 'Where is the first suspect?'
5. Say to investigator 'Give me a confession document'
6. Go inside Fireprides. Say 'Are you a member of the Bloodsabers?' to Riley Shplots
7. Give Riley Shplots the confession document.
8. Go back to investigator and say 'Summon a guard'
9. Say to investigator 'Where is the second suspect?'
10. Say to investigator 'Give me a confession document'
11. Go under Grounds of Fate. Say 'Are you a member of the Bloodsabers?' to Willie Garrote
12. Give Willie Garrote the confession document.
13. Go back to investigator and say 'Summon a guard'
14. Say to investigator 'Where is the third suspect?'
15. Say to investigator 'Give me a confession document'
16. Go to docks by Raz the Rat.
17. Say 'Are you a member of the Bloodsabers?' to Donally Stultz.
18. Give Donally Stultz the confession document.
19. Kill Donally Stultz. Investigator will come and assist you then.
20. Loot Head from Donally Stultz.
21. Give Head and 2 Signed Confession Documents to investigator.

I don't know, I've been checking the guy at the docks and under the arena and I haven't seen em spawn in a month. BTW, your post about getting the confessions from all three sounds suspicious because the third one you have to kill.

This quest must be broken.

Just completed it about 30 minutes ago actually... so it certainly works on AB. He doesn't follow you around but thats not really an issue... just un back to him for that part of the conversation.

As to the spawns... it would appear that they spawn sequentially based on you saying 'summon a guard' to finish the last one. When I handed the investigator the book and asked who the first target was, he was there inside fireprides waiting for me... the second and third targets spawned as I continued through the quest with the phrase 'summon a guard' to complete the previous victim. Ended happily with the first badge and am now getting rather bored waiting for the annoying investigator to spawn again so I can do it for another character of mine ;-)

Last thing... the phrase 'summon a guard' if said by running back to the investigator causes one of the city guards to pop over and arrest the poor individual... he then leads him off to his fate...

Obviously don't say this before you get your confession or the mob we be despawned.

Slight adendum to that... given I was doing it a second time I thought I'd find out exactly which phrase spawns them... and its the individual phrases for each mob:

Who is the first suspect?
Who is the second suspect?
Who is the third suspect?

Each of these lines triggers the relevant mob to spawn... in Fireprides, the pit under the arean and down on the beach.

Respawn on the investigator is about 30 mins btw...

I'm sorry, I haven't been back to this quest since I posted (until now). I'm on Stormhammer, Willie was up when I went to find him. But being on Hammer, it may just be that no one's done the quest in a while, which is why I was able to find him up. *shrug*

You gotta do them in order, or they won't spawn. For example, if you try to skip over Riley, you won't see any of the others. You don't camp these guys, you spawn them. And, what's more, you have to do this in a certain amount of time or they'll disappear (but it's a really, really long time).

the only other thing is to make sure you have the investigator real close to you when you approach Stultz.

Hi, I just did this last night and I thought that I'd post my experience. I handed my book to the Investigator, and to my dismay he would not respond to the pet commands. So, I asked for the Cofession Doc, which he gave me. On a whim, I went to Riley Shplots and gave him the keyphrase, "Are you a member of the Bloodsabers?" and he responded! So I handed him the doc, and I got the signed confession back! Rinse and repeat, and it worked on Willie Garrote and Donally Stultz too. I then went back and handed in the 2 docs and the head, and I got my badge! I never did the "summon the guard" part due to the Investigator not being with me. Hope this helps anyone else that this was broken for.

What would be a safe level for a ranger to complete this quest? We don't get strong pets or powerful nukes at my level (24) so I am thinking I would probably have to be at least level 30 to have a good chance of taking down Donally Stultz solo.

Doesn't have to follow you

The command to follow is /pet follow ME (me is all caps). and he doesn't have to follow you, i have done this quest a few times, let him stay at the tree, get a document from him run to the mob, then run back and tell him to summon a guard. It still works the same and ya dont' have to make him follow ya around getting him lost.

Ok waited for everything to reset and tried again. The investigator ran off in all directions so as I sat and typed out a petition, he eventually returned and was obiedient. This definitely takes a lot of patience and is a bit tedious. Just keep at it. I think he's working ok (though I sent in petition anyway) but be very careful and make sure he is following you closely at all times. I got my badge.

I tried this quest this morning and I had problems with him following me. I spammed /pet follow me but for some reason between first and second iterrogations, he was getting caught up in front of Fireprides. I was able to walk him around the back way of Arena and enter from the other side. Got the second confession, guard hauled away suspect. Tried /pet follow me he did fine until he hit that area near Fireprides again. Couldnt get him to follow me at all then the time for the quest expired. Up until that point he followed me just fine.

The spawn time is about 45 minutes. He always spawns in the same place. Go to the wooden bridge connecting NK and EK. If you are in NK, just before you get on the bridge, turn left and follow the river (although you should stay on the higher ground area instead of hugging the bank of the river itself).

Follow that and you will see the Shilster standing there, if he has spawned. You can't miss him. If he isn't there, pull back a bit and wait.

I don't know a spawn time for you, but he's definitely not a rare mob. If you have track, then life is gravy. Go to the area around the NK/EK bridge and you'll see him on track. If you don't, he's still not super hard to find if you wander north and west of the bridge, or you can usually offer a small donation to one of the beginning rangers in zone and they'll track him for you.
Investigator Badge Tips

Just finished up to the 4th Badge the other day but remembered a few tips to post here.

To get the Investigator to follow you after giving him the item you need to type "/pet follow me". Pathing is a bit kooky but he will follow you along to the 3 locations. When you say "Give me a Confession Document" he will than hand it to you. You in turn will hand it to the Bloodsaber suspect who will give it back to you signed - except of course the last one who doesn't want to play nice and you have to loot his head ! With the first two suspects you will summon the guard each time right after they give you the signed confession back.

**Note: This tip was buried somewhere in these posts but it's worth mentioning again. BEFORE you give the Investigator the final turn in items of two signed confession documents and the head ask him for ANOTHER confession document in the standard fashion. This way you have your unsigned confession document ready to go to the Interrogator and you can simply continue the quest without waiting for the Investigator to respawn.

You MUST have the investigator targeted to summon a guard. Same thing with the confession document. He is a pet, use F1 F1 to target him.
Great quest for a lvl 20 druid

This is a fantastic quest for a level 20 druid! In fact, I think it's the perfect level for a druid to complete this quest -- the lvl 19 spells make easy work of the MOBs, teleport makes the travel time minimal, and with track at lvl 20, it's easy to find the corrupt guard in NK (and the quest MOBs in QS). Between killing the corrupt guard in NK, turning in his helm, killing the last MOB, and completeing the quest I got *great* xp, not to mention the really nice badge. I even returned to NK and killed the guard again because he drops a nice shield and as much as 1.5 pp. (Before I killed him each time, I would give him 5gp to keep my factions balanced.)

As others have noted, the instructions posted above are not exactly accurate -- you must hand the confession doucment to the NPC to get the signed confession in your inventory. And while it's not necessary to have the investigator follow you throughout the quest (using /pet follow me, *not* /say follow me), I appreciated his assistance in killing the last MOB (conned red to me at lvl 20). Also, I encountered the same problem as a poster below -- On my first time trying the quest, as I approached the last MOB on the beach, he ran away saying something to the effect of "you won't catch me. I'm outta here," and vanished (the investigator also disappered). I started over at this point. I *think* the reason he may have vanished is that the investigator was *not* with me as I went down to the beach. On the second time through, I made sure to have the investigator following closely behind and I was able to finish the quest with no problem.

And as a final note, when I turned in the corrupt guard's helm for the 2nd time, the investigator did not instantly re-pop as he had the first time. I left the zone, came back about an hour later and he was there by the tree.

Did this quest a few days ago and had a few problems with the investigator, or should I say, the corrupt guards. Everytime I would speak with the Investigator, the guards (corrupt) would attack him and then come after me. I managed to do it after 2 attempts. Luckily the corrupt guards werent on the ball that day that I was successful. If your faction with the corrupt isnt so good, make sure you dont have a seat by where the Investigator spawns (as I did...Duh!). Also there is a nasty Leutenant in North Qeynos that killed me once while I was on the way to doin this quest. He coned Red to me at 49. After a Harm touch of 701 and a couple swings of his sword, It was on a memorable Cr.

The Investigator was a bit of a pain since he follows a predefined path that isnt always the most efficient way of getting from one place to the next. Pretty much had to walk everywhere so he could keep up in some areas like the area under the Pvp arena.

My fation with the Corrupt guards of Qeynos at the time was Threateningly.

I just finished the quest.
It's just fine.
You have to use the /pet follow me command (typed just like that) and walk really slowly, but he follows just fine.

Just so everyone is clear, this quest is broken. It cannot be completed right now because the Investigator will not follow. Everything up to that point works fine.

You don't really need the investigator to follow, you can still get the 2 confession documents. However, the third guy will not pop. Every time I pass thru Qeynos, I wander over to Raz to check on him, and he's never there. (

Too true: if you try to work around the bug (investigator not following you) you wont be able to spawn the 3rd guy. Not sure this is related to this: I didnt hear the response "Here you go" from the investigator after calling the guards. When I checked, the second guy had despawned so the guards must have taken him anyway.

i Did all these badge quests ages ago, so i am not sure whether it is currently broken. However, I did not get the investigator to followme around for any of these quests. I parked him with /pet guardhere (or whatever the pet command is, i don't play a pet class), then ran around and did what was needed. I also kept him parked with a friend who could warn me about other people trying the quest (it was a busy quest a while ago on CT). This worked fine all the way through for me, though i never started any of the quests ithout the inveestigator up. Some of the later ones he is meant to be around, but i Stil left him at his spawn point, he just ran up to the fight i was in at the last minute. (that was the fight on the dock which is badge 2 i think.)

i heard he turns into like your pet... and you have to type /pet follow me
but have not tryed it so dunno if it works..

Ok, thought I'd try this as the later badge's are pretty nice. Shilster was no prob. Wasn't there at first, just sat and waited til he popped. Like others, investigator would not follow me, so just ran to first fella and got the signed confession, yet when I tried to summon a guard .. nothing. So asked for second one, went and got the signed confession from him and went to look for the 3rd fella and got to the docks when all hell broke lose. Investigator, a couple of guards and looked like even the fella I just got confession from all attacked me out on the pier. Donally wasn't down there anyway, so ran to zone and back .. then waited and waited and waited. No Donally ever popped. I don't mind long drawn out quests, but when when they don't even work, I get a little pissed. So, now I have 2 confessions and guess I'll sit on my *** waiting til Don pops. If the last badge wasn't good, I'd say flrx it.
