This is one of the sub-quests for the "Friends of the Tunarean Court" quest, resulting in the Crest of the Fauns.
After starting the Friend of the Tunarean Court quest and getting the empty crest case Shamus has this to say to you. Shamus Aghllsews grips your hand in his own and recites an oath in an ancient tongue. Should you ever seek membership in this court you are required to receive the support of its counts, countesses, barons, and baronesses. Should they deem you worthy you may present their crests to me and with my approval become a citizen of our kingdom. The Kromrif and Kromzek are persistent in their efforts to expand Kael into the forest of Tunare, they are a threat to all houses of the Tunarean Court. A Kromzek architect occasionally visits the building sites. I desire to acquire his blueprints for the expansion of Kael.' Get the Kromzek Architect Blueprints off of the "a storm giant architect". The architect is a semi-rare mob that can spawn from a number of different static locations at the giants directly outside of Kael in Wakening Lands. Loot the blueprints. Give the Kromzek Architect Blueprints to Shamus Aghllsews Shamus Aghllsews says 'You have my gratitude ______ . With these blueprints we can better prepare the forests defenses against the giant invaders. I have yet another favor to ask of you as well. Fill this empty bag with crystallized sulfur. When mixed with the crushed herbs in the other bag it will create an explosion strong enough to destroy stone. Take the two full bags into Kael Drakkel and plant it into a crate of the kromzeks building supplies. Your faction standing with Tunarean Court has been adjusted by 30. Receive: Empty Sulfur Collection Bag Receive: Bag of Crushed Herbs Combine 4 Crystallized Sulfur inside the Empty Sulfur Collection Bag to create a Bag of Sulfur. Head into Kael. From Wakening Lands head up the first ramp and look for two broken buildings on the right, go into the eastern one (loc -557, 2496, -327). There should be 3 visible bags on the ground, 2 small and 1 large (the large bag has a 30 minute respawn timer). You should be able to pick up the large bag labled "Bag of Supplies". Put the Bag of Sulfur and Bag of Crushed herbs inside the Bag of Supplies and hit Combine. There may be a slight blast of 1000 damage (Unconfirmed) Receive: Pile of Rubble Return to Shamus Aghllsews in Wakening lands Give the Pile of Rubble to Shamus Aghllsews Shamus Aghllsews says 'You have proven yourself to the Fauns of the Tunarean Court. The destruction of the Kromzeks building supplies will slow their progress for some time. Your faction standing with Tunarean Court has been adjusted by 20. Sorry if this is a dense question, but where does one acquire crystalized sulfur?

I looted one crystalized sulfer off a laborer while trying to get picks. Fortunatly, I knew to hold on to it.

It drop from Cobalt Scar, wyverns.
But, ppl sell this to vender here, you can buy it from vender when CS is full of kiting ppl. =D

It's dropped off of Higher-lvl mobs in Planes and across Norrath. It is usually sold to merchants by the players that loot it because, until now, it had no purpose. *Go check vendors and you might be able to collect 4*

I've also heard one account of it being rewarded randomly in the Ulthork Tusk quest in Cobalt Scar.

yes. i got the sulfur from the tusk quest. i was pissed at the time, since i was used to getting rewards worth 100-150pp when sold to vendors (sulfur only got me 1pp).
