Lothieder Fe`Dhar is located in a room just beyond the maze, immediately to your left once you've ported into the giant staircase section.
You say, 'Hail, Lothieder Fe`Dhar' Lothieder Fe`Dhar says 'Greetings to you. I seek those who call themselves enchanters. Are you what I seek?' You say, 'I am an enchanter' Lothieder Fe`Dhar says 'I thought so. I have several tasks for you accomplish. Once you have completed them I will have a cap, a robe, sleeves, wristbands, gloves, leggings and boots to reward you with.' You say, 'What leggings?' Lothieder Fe`Dhar says 'This pair of leggings will be yours provided you supply me with a pair of tattered silk pantaloons and three nephrite.' Gems are dropped off various NPCs in Velketor's Labyrinth, Siren's Grotto, Cobalt Scar and The Wakening Land. Tattered silk armor is dropped randomly in the Halls of Testing inside the Temple of Veeshan. Bring the three gems and armor piece back and in exchange, you'll receive your reward, experience and faction. | ||||||||||||||||||||||||||||||||||

The tattered silk pantaloons drop in the Temple of Veeshan, Halls of Testing. The wurms you kill there are kos to all and factionless. Got mine off of a burning guardian.

Is it necessary to bring a raid to the halls of testing to get the tattered silk pantaloons or can a group of 50's camp them pretty well?

if you are in your 50's, you will need a raid force. With pop, a group of 65's might be able to do it, but by 65 you should have better.
