They drop pff Mobs in HoT random ... the dragons have no faction ... Story is These dragons committted a crime and since Dragons do NOT kill their own kind they sentence them to the HoT where punishment is to be killed over and over again and respan to be killed again ... All are high level mobs most Ae for fire and cold 24 people plus probly for just the starting place ...
You must be Ally to do the quests and ally to not get everyone killed

Once you have achieved them, you shall be rewarded with a helm, a breastplate, armplates, bracers, gauntlets, greaves and boots. May they protect you from your enemies.' You say, 'What armplates?' Fardonad Fe`Dhar says 'Such lofty goals your kind sets for yourselves. But, that is the way of your kind, I suppose - to seek that which is the most difficult to attain. Bring to me a set of unadorned vambraces and three jaundice gems and you will receive your reward.' Gems are dropped off various NPCs in Velketor's Labyrinth, Siren's Grotto, Cobalt Scar and The Wakening Land. Unadorned plate armor is dropped randomly in the Halls of Testing inside the Temple of Veeshan. You can carefully single group these mobs, we do it all the time.
65 monk (MT + fd pulls) 64 shammy (Slows) 62 rouge 55 cleric 61 druid
Most of the time we have another 62 rouge, and sometimes when im not there (cleric) the druid heals. Makes rolling alot easier, and alts look nice.

All this stuff drops in Temple of Veeshan off of Western Wastes. It's in an area called Halls of Testing.
The mobs are not on any faction, so killing them will not hurt your CoV fac.
Drops of some pretty tough mobs, my guild does it with 5 groups, and has a pretty easy time.
