i tried quest a couple times first with my rng, faction was too low to get the bag, then with my pally but he worships quellious so i couldnt get the bag with him either. then i made a prexus pally and succesfully got the bag, transfered to my quel pally got items combined then when i turned them in his faction, even though amiable, was still not high enough. got items and bag again handed them in with the prex pally and got the bp. did it twice tonite, good bp for a rather simple quest.

You say, 'Hail, Weligon Steelherder' Weligon Steelherder says 'Hail, ______! This is the Deepwater Temple. Here you shall find the wisdom and courage of Prexus, the Ocean Lord. I am glad to see you have an interest. Forgive me if I cut our conversation short, but I have many [Deepwater tasks] to complete.' You say, 'What Deepwater tasks?' Weligon Steelherder says 'We here at the Deepwater Temple must tend to the [Peacekeeper battlestaff] and the [Deepwater harpoon] as well as other duties such as [ocean protection]. There is always something we must do.' You say, 'What is ocean protection?' Weligon Steelherder says 'In the name of Prexus, we are sworn to protect all ocean creatures. We have heard reports of a shark carrying a deadly malady. We believe she is pregnant. If she delivers her young to the ocean, it will endanger all other creatures. Okay, I have a lvl 8 human pally that worshps Erollisi Marr. With faction work via the heretic battle quest, can I do this quest, and get this spiffy breastplate?

if you kill Elial Brook your faction with the Deepwater Knights go up. The other part of the Heritic battle (turning in the bones to the Mage's guild) only raises faction with the mages and the High Council (if you do not mind being in bad with the Heretics, sinc both parts of the quest lower your faction with them. Killing hereitic prophets (they were green and light blue to my 9th lvl wizzy) will also give the same faction as killing Elial.
One final word of warning about Elial: if you are looking to solo him, wait until you are at least 9th lvl unless you have a great armror class and magic restistance. He is 7th lvl, but can cast a nasty fear spell and he has a pet that can be disruptive if you are trying to cast a spell. See his entry in the bestiary for more info.
