Are the boots on kael arena that drop off the gaints the ones needed for quest (rotted ringmail boot) black in color? Or do they get turned in to someone different?

No, Deceiver's Boots are one of the giant quest armors. They drop off of mobs in West ToV and are called Ancient Tarnished Chain, i believe. The stuff that drops in the arena in Kael Drakkel is the Thurgadin quest armor.
