The ancient tarnished plate drops off of giants way into Kael. The gems for any of the Paladin Kael drops farhter into velious, for instance, not in IceClad, and they are off of dragons. The giants are lvl 60, so you will need atleast a full group of lvl 55's.

Wrong, I'm sorry but ancient tarnished plate drops off mobs in the Temple of Veeshan, the gems can drop almost in any zone, confirmed zones are Dragon Necropolis, Siren's Grotto, Cobalt Scar and Icewell keep. CORRODED armor for thurgadin armor quests drops off the giants like you mentioned.

Anonymous is right, the Ancient tarnished plate drops off of some pretty hard mobs in the Temple of Veeshan. I would like to add that gems can also be found off of the mobs in Velk's Lab, they dropped crushed gems of all kinds. (not always a quest gem)
