These are not dropped, they are quested for, and only wizard wear-able. And these are a nice arm slot for a wizzy. The silk drops in the arena, and I have heard (from Graffe's) the drop rate is based upon the number of classes present inside the arena. Ex: If 500 druids and 1 wizzy were inside of there, the wizzy would have 8 tons of silk after a few hours, and well the druids will be fighting amongst themselves for 1 drop.

The sleeve drop you need for this quest drops in the West wing of the Temple of Veeshan off random mobs in the wing. Very rarely, it can also drop off drakes in the North wing as well.
The silk drops off Kael giants (arena/palace) are used for the Velious armor quests with the Coldain dwarves in Thurgadin.
