Fergarin #1: Intercepted Correspondence

This is the first task in a series of three and begins with Fergarin Bardon I in Valdeholm, who is located in the back room behind Wraithguard Heimgul, at -770, -780, -25.
You say, 'Hail, Fergarin Bardon I' Fergarin Bardon I says 'Greetings _____. I have heard of your work for the Wraithguard lately. Perhaps you would be wiling to assist me and my followers in a small [journey]. Or, if you are more interested in doing me a more...Personal favor, there is some [information] that you could gather for me. It might even be possible for us to help [each other].' You say, 'I could gather some information' Fergarin Bardon I says, 'I have been hearing rumors of treason among my own people. It's shameful to admit that i believe these rumors to be true. In order to protect my people and the great city, I need your help to gather evidence to prove or perhaps disprove, these rumors.' You are offered the task Intercepted Correspondence. Fergarin believes that the lower echelon of these traitors are simple guards. They have been given orders here and there to look away when certain things happen. He thinks that some of these orders might have bee left in note form so that those giving the orders are not seen spending an inordinate amount of time on the walls. Find enough evidence to lead to the next echelon of traitors. It's fine with Fergarin if a few traitorous guardsmen must die in the process. You have been assigned the task 'Intercepted Correspondence'. Note: users here have some thoughts about getting this letter: " ok just got this letter.. i was killing citizens for quite a bit when i thought that it may be a certain one that drops the letter. I noticed there was a citizen that pathed to the guards at the gate and stopped right between them (he pathed from the west side); this mob dropped the note for me.. not sure if it's always this guy or if it's random." Kill a citizen around the hot spring area to get this note. Fergarin thanks you for your efforts. He suggests to you that you could be of [further assistance] to him in his efforts to clean up the treason among his people. Your faction with Wraithguard Leadership got better.
