I have completed the task Reduce the Risk but Gavin will not give me the task. When I tell him "work" I get no response at all. Any help here would be greatly appreciated. Also if it makes a difference I am up to void "B" access and amiable to him.
Upon further reading it seems that another pre-req might be the 3 tasks from Kerrin the Unkempt.

Garvin Windrunner may be found just outside the door to the main fort, inside the fort walls, at 5042, -935. You must have completed "Reduce the Risk" before this task becomes available.
You say, 'Hail, Garvin Windrunner' Garvin Windrunner says 'So, you've come back for more. Well, I suppose you may be an [enemy], but I may as well get something useful out of you before you turn on me. If that suits your plans as well, then I'll put you to [work].' You say, 'Work?' Garvin Windrunner says 'You did well enough last time, but don't go thinkin' I trust you yet. Unfortunately there's still plenty of dangers to send you into, if you've still got the will to help.' You have been assigned the task 'Names for the Faceless'. Garvin Windrunner explains to you that many good men and woman have been lost in this battle to save the small village of Oceangreen. He appears to have no regrets about those losses, stating that they gave their lives willingly for a cause that mattered to them. But he certainly appears unsettled for the fact that those lost allies were being used by some evil forces as undead warriors. He has asked you to seek out any undead you can find and recover any of the signet rings that the members of Bayle's forces wear. Deliver 10 Irregular's Signet Ring to Garvin Windrunner 0/10 (Oceangreen Hills) The rings drop regularly from the undead in Oceangreen Hills and Oceangreen Village, and may be looted in advance. Your task 'Names for the Faceless' has been updated. Garvin thanks you for your help. Despite his rough tone and dismissing nod, you get the impression that his gratitude is sincere as he reverently places the rings in a doeskin bag at his hip. Your faction standing with Bayle's Irregulars got better. Your faction standing with Residents of the Glade got better. Your faction standing with Oceangreen Residents got better. Your faction standing with Cirtan, Bayle's Herald got better. This task-giver cannot see through invisibility, unlike most of the others. So you need to drop it. Hope that helps. The only prereq to this task is the Diseased Animals quest.
