as of the time of this post - Dwinn is not accepting a Wereorc Leg or a Wereorc Arm after hailing him on this task.

It was not working. I had to tell him "more" and decline the task. Then, tell him "more" again, and accept the quest. I ungrouped also. Handed him the arm, and he accepted it. Then the leg.
I liked it more when the bug was trying to find out what the trigger phrase/words were.

Dwinn Axeheaver can be found in the Loping Plains in the Fang Breakers camp near the zone-in from the Steamfont Mountains at -1407, -3264.
You say, 'Hail, Dwinn Axeheaver' Dwinn Axeheaver says 'Welcome to the camp _____! Tis only right that ye came up here to visit me. I expect you're itching to hear about me [adventures]. After all ye don't get the chance to talk with Norrath's best orchunter every day.' You say, 'Adventures?' Dwinn Axeheaver says 'As ye know, I've devoted me life to destroying the orcs. Crushbone has been me place of business for many years now. That Emperor Crush has been a devilish opponent, though I dealt him a blow he won't soon forget when I killed old [Grimgor] Two-Toes. Haha!' You say, 'Grimgor?' Dwinn Axeheaver says 'Old Two-Toes got his name in our first run in. Would have been our last run in too, 'cept for me tripping and dropping me axe. Course the axe fell on his foot and that was that, he was known as Two-Toes from then on. Finally managed to catch up with him and finish what I started not too long ago. I'd still be there cutting down Crush's minions but for the [rumors] I heard.' You say, 'Rumors?' Dwinn Axeheaver says 'Me elite network of informants tipped me off about a new kind of orc. These orcs were supposed to be bigger and meaner than the orcs around Crushbone. Course I couldn't turn down a challenge like that, the Crushbone orcs weren't providing a challenge anymore anyways. So I headed out here. It wasn't until just recently that I ran into that [thing] though.' You say, 'What thing?' Dwinn Axeheaver says 'I had thought a bigger meaner orc just meant another version of the same thing. These things are in their own league though. I hate to admit it but I was out of me league when I found this thing, and that don't sit well with me. I need you to find out [more].' You say, 'I'll find out more' Dwinn Axeheaver says 'Aye, anything you can about what exactly is different about them and more importantly where these freakish things came from. Get me some 'o their body parts to study and we'll see what can be discovered about them.' You have been assigned the task 'What are they?'. Dwinn Axeheaver would like to examine this new kind of orc more closely. He needs your help to obtain some samples for him to study. Bring Dwinn Axeheaver samples of the orcs' body parts (0/2) - Loping Plains This is the only step for this task. "Wereorc Arm" and "Wereorc Leg" drop from Bloodmoon Orcs in the Loping Plains. Turn these in. Your task 'What are they?' has been updated. Dwinn Axeheaver examines the limbs closely. 'These are definitely different from the Crushbone orcs. They're larger and...' Dwinn sniffs at the limb 'they smell worse, which I didn't think possible. This all reminds me of a [story] I heard years ago. It might be of some help to us here. (No faction or experience here.)
