once you seal the bag hail the NPC and he WILL give you another bag... THEN turn in the sealed bag get the potion... you now have another bag to redo the quest....
so yes you can do the quest more than once,, the key is to HAIL first follow the text..Get bag then do turn in

Nope, tried this today however I actually went so far as to turn it in before attempting to be the 'first to post'. You can get another bag, you can combine another bag, you can NOT get another potion. He simply thanks you for collecting the items again but explains he doesn't have another potion to give.
I can confirm this. There appears to be some kind of flag which prevents people from completing the quest a second time, even if you DO get two bags. Personally, I think it's deceptive of Sony to offer a non-LORE reward then go to great lengths to make it impossible to ever obtain more than one.
