Your plan my vary but I did this trip in this order: started from FV stone to get the quest bag, pick up cannie here and went directly to DL for the sacs, then went to BW for the wings. Next went back through DL to FM for the stumps, to LoIO for the scales before heading back to FV, north to SoNNH for moss, FoB for skulls, raided Kurns for the claw before returning to FoB. Went to WW for the dolls, and finally OT for the braid. Since the quest NPC is also on OT, you can finish it before ever going back to PoK, a good thing as it tended to take long to load especially when someone's on slow internet connection.
A few things I wanted to add to other's useful post: The item you are looking for ALWAYS begin with "A Collector's..." and always NODROP.

Don't really need EB for the group if you have a high level toon in the group. I went in with my pet on hold, teased a few of the goblins and trained them to the shore to their own slaughter. Since it was shallow there anyone can easily loot the scales without needing EB item or spell.

They pop fairly often in the lower part of the center area but they blend in the background easily. Just kill anything that moves until you can target a skeleton. Pets are a major help there as they can point you toward the skeleton if you can't see it.

There's a dog fort a bit SW from the "good" outpost in FV, quite a bit north of FV city. Lots of dogs there waiting for you.

A group with a healer is definitely recommended, and expect lots of KS'ing. Suggest you get a guildie or friend that are 60+ to deal with the wasps. A few were light blue to me at 65 but most were still easy to deal with and yes I got KSed a lot there. Petitions are useless there because the jerks aren't going to stay around for GM to witness the crime. Suggest the toon you recruit can do major nukes and/or high crit damage to increase the likehood of being the one that kills it and not some other jerk.
Now if someone would heed my /feedback to do somehting so the wasps aren't so stingy (pun intended) about the collector wing.

Also drops off shaman froglok as well. Do watch out for a fabled frog who roams either on the northern part of the city or around on ground north of the city. First time I ran into it, it was like whap-whap-boom my 62 pet bites the dust. What-whap-whap and down I went. DB to 65 but hits like a 70 mob. Do to faulty pathing, this fabled can get onto the platform of the city and down on the ground easily.
Other things: yes you can do the quest twice but you get no reward at all for the second time and you can't get any moe bag after you turn in the first sealed bag. Nevermind the fact collector's items are not lore, save them for other people to loot.
There is no idea if the 30 min potion can be extended by SCR AA's, EE items, shawl, ring, or other spell extending devices. I have scr2 and EE5 atm but never had the chance to farm xp as I'm still busy chasing fabled mobs =D the potions will still be around and waiting for me after the event is over.
Also make sure you get the Festive Doll and the coin (forget the name) as THE DOLL (primary, secondary, and ranged) is +15 to all stats and the coin is +50 CHA (RANGE ONLY and can be used with 2x Opal encrusted Stiens for additional +50) a major boost from freebie, something SoE almost never offer these day.
