I have a druid i can track with. What spawns in his place if all 3 mobs are there? If nothing then when do you need to clear the roaming mobs. You make it sound as though all you have to do is kill those 3 mobs and then he will either spawn or not. If so then i have cleared that 3 spawn camp over 15 times with Gauntus not even spawning once. EDIT: I was told by some one in game where to kill the ph. Within 2 ph kills he spawned. The mob was a wandering mob that would go near a small campfire with 2 caster mobs near a fire and just a few feet in front of them 3 bonetroopers. Aproximate location was negative 2166 posiitve 2293 negative 42. It was one of the only mobs in the area i hadn't killed. EDIT: The roaming ph was also a caster mob.

Confirmed 8/10/2015... the Herald spawned right after I killed this wandering PH near the 2 spawn camp. It was a female battlemaster, so seems it can be anything.

We were killing the camp denoted by Aborianus above, after a few clears of it and the surrounding roamers Gauntus spawned right by loc neg 2070, pos 1830 a small distance west of the camp with the 3 troopers. He spawned right after a full spawn of 3 troopers at the camp so it seems unlikely to be related to that camp specifically.
