No there isn't. If you don't have the signets, it simply will not let you zone in. There is NO zonewide AE, it is there purely spoken of for LORE purposes, as previously said.

You receive a character flag: You are now protected from the chaos magic in Mata Muram's citadel.
The zonewide AE is not just lore. Anyone saying that it is is just attempting to decieve.
I think that's semantics. From everything I've seen:
You can be vFlagged in without trials.
You can NOT be vflagged in without signets. You have to have them.
If signets block the AE, then -no one- will ever see the AE, since you can't get in without them.
In other words, you have to have signets, and whether you have them or not, you will never get the zonewide AE... but if you don't have them, you won't get into the zone, either, so you can't prove it one way or the other.
I doubt that Sony made a bunch of AEing mobs that will never have a target, so.... I doubt the AE really exists.
