The location of +640 -360 is not in a building at all. It is out in the open. I am at +640 -330 and I do not see this guy anywhere. I have opened "find" and he is not listed and I went all over the zone (spent three hours) and I still cannot find this guy in Katta Castellum. Am I missing something? Did he move, is he a wanderer?

This post is absolutely correct, but I'd like to clarify a little. When walking, you'll see a green hedge. STOP before you get to it and turn to the right. Walk forward and you'll see a building to your right. Go inside, turn right again and he's the wood elf on the far right of the 3 vendors.

Today he was despawned for some reason, and I thought I may have had the wrong NPC. I was checking the site and all of a sudden he popped. So if he's not there, he'll eventually spawn at the loc posted.
