My character is 56 and the ones in the caves are all Dark blue.
At level 56 while I was soloing in the caves I never saw any of these can dark blue. Level 42 and up will con dark blue to a 56. However, the gnolls that take over the town were all dark blue to the same 56 charachter. I don't know if that makes the difference (inside vs outside), but I think so.
