Where does the Rallic pack quest start? I've got a couple of pelts and I'm trying to find the quest, but don't know which zone to look at for the quest.

I know if you are hunting owlbears in hollowshade moor and you come across a perfect owlbear pelt, it is part of the Rallic Pack quest. Rallic pack is a weight reduction backpack. Have done this quest and completed it, but since then the owlbears have DEspawned in hollowshade breaking the quest!
