I'm a Rogue and when when I stood behind this NPC and clicked on him whilst I was sneaking, it opened a training window in which I could train skills.
When killed he gives the following faction hits:-
Shoulders of Seru got worse
Heart of Seru got better
Eye of Seru got better
Seru got worse
Katta Castellum Citizens got better
Nathyn Illuminious got better
He also dropped a fine steel longsword.
