From using the in game faction data menu, and from using alliance, I'd say she is on Faydark Champions even though no hits.
Took about an hour.

Soloed her tonight with my 58 ERU/NEC - I was playing an alt in gfay and saw her up and running around I brought my necro out and was wandering around hoping I could find her when she aggored me. I used servant of bones pet to keep her distracted while I laid down splurt, pyrocruor, vexing mordinia and topped it off with insidious retrogression for snare. Pet died just as insidious was landing and had to kite her in circles just west of the tree city. I ended up having to refresh vexing and splurt and again hitting her with insidious before the snare wore off. By that time I was OOM (hadn't liched) and just damn lucky that the second splurt was able to finish her off. I don't know how hard she hits for - she tried, but never wore through my manaskin. I looted the heart and a combine great staff - woot! - now if I can only find that damn dark assassin...

I took her down last night. She spawned around p1200, p1200. I parked my pet at that loc and ran around splurting all the wasps in the general vicinity.
Sure enough, I got her to spawn after about a one hour wait. I don't know if I was lucky or not with that quick spawn.
I also had a lvl 39 druid check track for me but I found her before he did. She conned blue to me (lvl 52 necro) and she attacked me first. She hit me for 300 dmg with a spell and rooted me. I managed to splurt her and sick pet but she rooted pet too. I cast cascading on her but she resisted and hit me for another 300 dmg. Time to worry.
I called dru pal over to heal me real quick and feared her away. Root wore off on me and pet and dru tracked her down. I sent pet in, dru landed a quick snare on her. I feared, BoD, and EB and she went down real quick after that. I highly recommend having a druid pal ready for this if you plan on soloing her. She's one tough blue mob to deal with. If it wasn't for his heals, I'd have been dead b/c she hit me again when we caught her after first fear.
Oh yeah, dont use cascading on her. Use dooming. Time is of the essence with this fast chick and cascading just takes too damn long to cast.

This is the NPC that drops the Pure druid heart for the Azrax's quest. also drops a Combine staff.
Things to know about her, she does NOT give faction hits but is on the Kelthwin faction table. I repeat. NO FACTION HITS. soooo Other druids and "elves" can help you out if you decide you need some assistance in this fight. =) good luck
