When you hand in the dusty iksar skull to Oracle Qulin, Qulin respawns as a different version of himself and performs a ritual. 3 1/2 minutes after your turn-in, the arisen iksar spawns and walks out of the water. At this point you have about 13 minutes to kill the arisen iksar, loot Wet Skull Fragments, and turn these in to Oracle Qulin before Qulin despawns. That's enough time unless you fail or something goes wrong.
It is an SK who harm touches for 731. It is very resistant to magic and completely resistant to poison and disease. Use pet and epic dot and ice nukes for damage.
I soloed it at 61. Be safer to have a partner or a group though. It took me few tries to land Malosini and then slow it with Turgur's.

Yes there is, but you need to turn in a skull first to get it to spawn.
