I tried to track this guy, couldnt find him. Is he hidden, or on top of the building, or is there any hidden rooms that I hafta go throu to find this guy?

he is in a hidden area ... together with Aderyn Goldleaf who gives the jewelled quiver of the hand quest .... go to second floor .. there are two secret doors at the end of some tunnels behind guards ... click on the wall and voila you are in
