Having just failed to stun this guy with a spell that works up to lvl 55, but then stunning him with a higher level spell, I have to assume this guy can be higher than the listed max level of 55. He was in the pyramid courtyard where mobs see invis. I think all mobs that spawn around there are too high to use the old chain stun method on.
