I saw Scar in High Hold Pass also. He was a level 18 dark elf rogue there. We didn't kill him, so no idea what he drops, if anything.

Do believe I have seen him from time to time in East Freeport, but I do know I am standing here looking at him right now in Highpass Hold (Highpass Hold in game, Highhold Pass in Allakhazam) at 3pm game time.
He spawns at 8pm in the Seafarer's Roost

I've hated this traitor ever since he killed my poor, innocent little newb Dark Elf Rogue on Bristlebane. Now that I'm a high enough level, I wanna go nuke him out of his boots for being a traitor against the Teir'Dal. If only he wasn't in an inn full of other people who hate dark elves. :)
