He is part of a quest that nets you the Soulfiend Lance.

See the Soulfiend lance to see the entire quest, but basically here it is in a nutshell:

1 - Hand him grimy lance from Lizard Spiritualist. 2 - He hand you an Idol of Cazic Thule 2 - help him kill Disciple Okarote 3 - Once Disciple Okarote is dead, he asks for the idol back, you hand the idol, and he gives you the Soulfiend lance in return, then despawns.

You must have a descent faction with the Heretics and High gaurd in order to do this quest.

If you try handing over the lance to the spirit located near town he will just take it and you will have to start over. Take a couple of hours to clear out the warrens to fix this.
