As all the named mobs his PH is a reaver or revenant. His place is on the triangular piece of rubble closest to the actual ruins.
Cons even to my level 44 Wizard. So there may be some variation in his level.

I just killed him and got a Sun Chalice - range item: 3 wis and int, 15mana, and 10 sv fire. Looks to be all/all. Easy kill with a 53 druid.
if you just come up the ramp..and as you are going to the fort..you will see a piece shaped like a V there will be to sun reavers or revenants there...but if you kill those ..they seem like the place holder for him...and yah i got the belt and the arms...
Also this is a great place for paladins since they are all undead
