And if so... is he worth it? I know sometimes the quest NPCs are majorly overpowered...

Could the medallion container be an "alternate" container to combine the 10 shards needed in the Vex Thall key quest by chance? It almost seems this is the case in regards to this quest.
I was foolish, but I went out searching and tracking for this guy as noone deemed it necessary to post a location of him, lol ...
I found him at POS 1664, POS 100 almost dead center North sitting on the ground surrounded by Guardian Spirits. Looks like this would be the only location for him with all of the spirits in a circle, but I cannot confirm this...
I wish I had looked at my xp bar or that I had a UI with the % on it to tell you how much I got ... but for one I was scared as hell that I would get keeled, hehehe

This is NOT for the key to Vex Thal. The Vex Thal key box (where you combine 10 shards) is a sceptre that you get in Akheva Ruins in the sacraficial pit.

I am not sure about the faction comment. I mean after all the king dwarf in Thurg (Velious) is on different faction than the rest of the city so it is possible that this guy could have his own faction yet his death could effect the faction of his minions none the less.

if you talk to him he says he is protected by a whisperling circle so therefor I would say whisperling faction kill in ME for it...runs counter to akheva and Shak dathor faction

When you speak to the Vah Shir King in Shar Vahl, he tells you that Vah Kerrath was the first Vah Shir King, founder of Shar Vahl.

i think hes a shaman, hes guarded by "guardian spirits" like for the shaamn epic dogs. hes in a circle surrounded by the dogs and is green to 58, and his dogs were blue. i was sneaking but he didnt see me nor did anythign else so not sure on faction etc....
