As of today's patch this NPC now also sells the following spells:

Spell: Ring of Tranquility (DRU 51)
Spell: Circle of Tranquility (DRU 54)
Spell: Zephyr of Tranquility (DRU 57)

(Plane of Tranquility teleports.)

He is in the Shadow Haven 'basement'.

Look on your in-game map. There will be an oval water outline, with a large cross/plus in the middle of it.

The large cross/plus is on the first level, go there.

There is a teleport in that room that takes you to the level below that one. Lots of spell merchants in there. To leave, click on the tree in the center of the water feature.
