I have hunted them for past 2 levels on the beach just a bit off the Shar Vahl wall because I needed Grimling Finger Bone(I am level 19 BL) and could even take down reds when I was level 17. Herders are largely overconned and I had to recover more from turtles who were doing up to 50 damage (not too often though) then from them although turtles conned yellow at the same time as herders were red.

guys, if you are looking at the ones on the beach you aren't close enough. go past the the beach. stroll up to the main camp. The herders range from 18-30 depending on how close to the main camp you get. Which has been mentioned I think. As for straight facts, you better listen to them. You might find yourself on the end of a herders spear if you hit before you con......
There are two different sets of herders. Those on the islands are green to 31, those along the zone edge are blue and great exp at lvl 31. They don't hit too hard and don't have lots hit points, so there is little down time. There is usually only one herder wandering along the zone edge, and nothing else here will aggro on you unless Dirtchomp wanders past. The herders here drop one or two runes which sell for about 5gp, the very ocassional Polished Bone weapon (rough equivelent to fine steel) which sell for about 4pp, and the odd fingerbone or toe.
There's a broad range on these puppies. The ones on the islands and sand bars are green, but the ones closer to the grim camp and along the zone wall are dark blue to a level 32.
I can confirm from a very abortive attempt to bow kite, magic weapons are required. By the way, "Snicker Snicker" below is full of it. Cons for my 23rd ranger were dark blue and higher, to red for the senior grimlings. Turtles were all LB or green. The FISHERMEN were green. Not the Herders.
Con even or blue to my 20 warr.. Ill edit it later if a yellow pop's. Ive been camping at the sight closest to ValShir, and the ones near the sonic wolf camp.. I havent been too deep into their territory yet, mostly pull wanders from the edges.
These guys are blue to me at 23, they hit hard but i can solo pretty easily (I'm a Beastlord, non-twinked) they are higher than turtles though, because the turtles are lt. blue or green to me. Don't know about the magic weapons thing since mine are magical but that doesn't seem to make sence for these guys.

Just killed one of these. He hit for up to 58 when he broke root. He resisted spells some but not to bad. I tried to hit him but he was Invulnerable to my non magic weapon. Forest giant Hammer.
