He spawns fairly often in the first cave on the left once you enter the outcast area. All 3 in there can be anything once they are killed. They can be outcasts or any other named mutant/outcast in the area.
Killed him 6 times, 4 picks, 2 torches. He always has one or the other. I know when I was on a twink server this weapon wasn't much but over on Firiona Vie it's quite a nice 1hs.
Interestingly enough it's a 1hs that clerics CAN wield.
