Hands down. 3 of them, and they wont assist each other, and from what I've seen he's indif to all. Was indif to me, an ikkie monk, and a woodelf druid.
But of all the puppets, I'd say he's the easiest. Max hit I've seen I think is upper 100's, and the first 2 should be out of harm's way (ie far enough from kos puppet melee range).
Erollisi is also pretty easy, but she's surrounded by kos puppets, so bad idea.

Yes, the tribunal is made up of the Six who sit in judgement and the Seventh Hammer. They all look alike though, I believe.
