She is part of the Wheel quest as far as i can tell, she is always there. Stands next to Sulgar and one other.

Must be a rare spawn or something cause I've been all over this zone for a long time and never even seen on track screen.
No she is not a rare spawn. There are 3 NPC's that are on the wall at all times. As far as I know they are part of the wheel quest as well. Hail the male there.
