I just happened to be running past her area when she opens up with some pretty serious firepower.
She used a Force based spell to nuke me for 500hps and a cold based "shock" which i resisted (70hps). No idea why my faction should be so bad. I'm amiable to the wizards in Freeport and ally to everything in felwith.
This NPC im told is on beta-neutral faction, but that may have changed recently.

This is the NPC you give the items needed (barbarian head, shadowed ball, and the Martar's kilt) to get Tishan's kilt. An ok leg slot item for wizards and druids.
She is near another female barabarian and a wizard looking human at loc 3000, neg2380. Past the 3 brothers coming from Halas turn left and they are standing in a group together.
