My return from the halls of the Realm of Heroes is the will of Bertoxxulous. I must watch over those who catch the eyes of the gods and recognize their heroic deeds.'

Don't worry it's not a missing quest. These NPCs were added for GM events, you handed them a coin you got for taking active part in roleplaying/killing special NPCs and he gave you a reward. You can find these Realm of Heroes npcs in all old world player cities (one for each race)
my very first character was a gnome necromancer, and back in 2000, he tried talking to Zapho and got the same response. looks like nobody has ever figured out his quest.
