For any of you rogues out there taking the time to do the quest ... you know which one. ... hits for around 400, using combination of slow poison, DS, weaponsheild, and twisted chance I downed him solo this morning. (65 rogue)
Make sure you have escape up though ;)
No idea on the spawn times ... I've been camping him on and off for months. But the loc is correct.
